Fiscal Impact/Change to Net County Cost: No change. The Agreement is 100% funded by the Kinship Supportive Services Program allocation that the County receives from the California Department of Social Services (CDSS), with no required County match. $142,560 was budgeted for FY 2010-11 and $142,560 is included in the FY 2011-12 Department Budget Request.

Compensation for Services: Payments to Lilliput are made in arrears within 45 days following the County’s receipt and approval of itemized invoices. Lilliput’s required staffing costs as defined in Exhibit D of the Agreement are evenly divided by the number of months covered by the period of July 1, 2010 through June 30, 2012. Other allowable expenses are invoiced as they are incurred. An indirect cost of 10% against Lilliput’s monthly operating costs may be charged on a monthly basis to the County. Total billings by Lilliput must be equal to and shall not exceed the total amount of funding available for FY 2010-12. DHS retains 10% of the total KSSP allocation to cover administrative costs.
