Department of Human Services recommending the Chair be authorized to sign Agreement for Services 409-O1110 with Barton Healthcare Systems, Inc. in the amount of $236,295 to enable said Department to continue to provide and be reimbursed for the services of one Eligibility Worker to process Medi-Cal, County Medical Services Program and Food Stamps applications on-site at the hospital during the term of July 1, 2011 through June 30, 2014.

Fiscal Impact/Change to Net County Cost: No change
Compensation: Barton Healthcare Systems reimburses the County for the cost of 1.0 Eligibility Worker up to a maximum of $78,765 per fiscal year for a total of $236,295 during the three-year term of the Agreement. Revenues and appropriations to cover the cost of the worker are budgeted for FY 2011-12 and will be budgeted for FY 2012-13 and FY 2013-14.
Termination: Agreement includes the County's standard Fiscal Considerations termination language as well as a provision for the County to terminate the Agreement without cause in seven (7) calendar days upon written notice.
Reason for Recommendation: Agreement 409-O1110 enables the Department of Human Services (DHS) to continue to provide Barton Healthcare Systems with one out-stationed Eligibility Worker (EW) to determine eligibility and process applications for patients in their facility for Medi-Cal or County Medical Services Program (CMSP) services and Food Stamps applications and delineates the responsibilities of each party. By law, only a county welfare department (DHS-Social Service Division) may employ an EW to determine a person's eligibility for Medi-Cal, CMSP and Food Stamps. This collaborative effort benefits Barton Healthcare Systems' patients by facilitating their receipt of appropriate services at a time when they may not be able to access services without assistance.
Agreement for Services 409-O1110 replaces prior Agreement 124-S0910, which expires on June 30, 2011. Barton Healthcare Systems reimburses the County in an amount equal to the cost of one fulltime EW up to a maximum of $78,765 per year for a total of $236,295 during the term of this three-year Agreement.
Action to be taken following Board approval:
1. Chair to sign two (2) original Agreements.
2. Board Clerk to return one (1) original Agreement 409-O1110 to Human Services at 3057 Briw Road.
3. Department to distribute the document as appropriate.
