Fiscal Impact/Change to Net County Cost:
No fiscal impact or change to net county cost, the Probation Department has anticipated this revenue in their 2011/12 proposed budget.
 
Background:
The County of El Dorado has established two Juvenile Detention Facilities (JDFs), Juvenile Hall in Placerville and Juvenile Treatment Center in South Lake Tahoe, for the temporary or long-term commitment of minors detained in accordance with the provisions of the California Welfare and Institutions Code.
 
Reason for Recommendation:
Pursuant to Board of Supervisors Policy C-17, Procurement Policy, Section 4.5, Contract Term, "Departments must obtain authorization from the Board of Supervisors, initially, and on an annual basis, to utilize any contract that does not have a stated contract term.
 
The following seven (7) fully executed agreements do not have a stated contract term: County of Alpine, No. 440-S0411; County of Amador,  No. 441-S0411; County of Calaveras, No. 438-S0411; County of Placer, No. 436-S0411; and County of Plumas, No. 439-S0411.  Said Counties place ward(s) of its juvenile court in County of El Dorado Juvenile Detention Facilities on a space available basis at a rate of $100 per day/per bed.  Amador (2 beds reserved) and Calaveras (4 beds reserved) have second agreements in place for guaranteed beds in the amount of $100.00 per day per bed, whether or not the bed is occupied, for the placement of juveniles in County of El Dorado Juvenile Detention Facilities.
