Title: Department of Human Services recommending the Board adopt Resolution 111-2011 authorizing the Chair to sign Amendment 3 to Agreement 09C-1758 with the California Department of Community Services and Development, extending the term through June 30, 2012 with no change in the dollar amount, for the provision of Department of Energy (DOE) Weatherization Assistance Program services to eligible residents of El Dorado and Alpine counties; and further authorizing the Department Director, or successor, to continue to administer Agreement 09C-1758 as amended and execute subsequent documents relating to said Agreement, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the total dollar amount or the term, and any subsequent required fiscal and programmatic reports. Fiscal Impact/Change to Net County Cost:
No change.  Federal funds payable by the State to County of El Dorado for DOE Weatherization Assistance Program services are included in the Department's FY 2011-12 Recommended Budget.
 
Background:
On June 22, 2010 the Board adopted Resolution No. 077-2010 authorizing the execution of Agreement 09C-1758 with the California Department of Community Services and Development (CSD) in the amount of $113,364 during the term June 30, 2010 through June 30, 2011 for provision of DOE Weatherization Assistance Program services to eligible residents of El Dorado and Alpine counties.  On February 8, 2011 the Board adopted Resolution No. 022-2011 authorizing the execution of Amendment 1 to Agreement 09C-1758, increasing the agreement amount by $39,987, from $113,364 to $153,351.  Resolution No. 022-2011 further authorized the Department Director, or successor, to sign one or more amendments, contingent upon approval by County Counsel and Risk Management, that do not alter the dollar amount or the term.  Amendment 2 to Agreement 09C-1758 made changes to Exhibit B with no change to the total amount or term and was executed on May 3, 2011 by the Director of Department of Human Services as authorized by Resolution No. 022-2011.
 
Reason for Recommendation:
Amendment 3 to Agreement 09C-1758 extends the agreement term through June 30, 2012 to allow for full expenditure of the 2010 funding.  This federal funding augments other grant funding received for provision of Weatherization services to eligible El Dorado and Alpine County residents, providing long-range utility cost savings and energy conservation.  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services, at Briw Road, with:
1)      Two (2) certified resolutions.
2)      Two (2) certified minute orders.
3)      Two (2) copies of Amendment 3 to Agreement 09C-1758 signed by the Chair.
 
Human Services to distribute as appropriate and return one fully executed Agreement to the Board Clerk.
