Fiscal Impact/Change to Net County Cost: The funding source will vary depending upon which Capital Improvement Program (CIP) project is supported by the services of this Agreement. In general, the CIP is funded from the 2004 General Plan Traffic Impact Mitigation Fees and State and Federal grants funds. There is no cost to the County General Fund associated with this agenda item.
 
There is no Fiscal Impact or Change to Net County Cost associated with this item.
 
Reason for Recommendation:
In February of 2011, the County's Procurement and Contracts Office closed a Request for Qualifications (RFQ) for the Department of Transportation (Department) for a variety of transportation related disciplines. Based upon the results of that RFQ, Benchmark Resources was determined to be highly qualified to provide the environmental support services in this proposed Agreement.
 
The California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) require public agencies to complete analyses of potential environmental effects associated with proposed projects. The Department is in need of assistance with such analyses to support projects included in the County's Capital Improvement Program and to generally support the Department with other County activities as required.
 
On April 11, 2011, the Department received affirmation from the Procurement and Contracts Office that a competitive selection process was conducted in accordance with Board of Supervisors Policy C-16, Section 7.5 and that the consultant is qualified and able to perform the services in accordance with Section 7.10 of the same Policy.
 
The Department recommends that the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and the ongoing aggregate of work to be performed under this Agreement is not sufficient to warrant the addition of permanent staff.
 
The El Dorado County Employees Association, Local #1, was informed of this proposed Agreement on April 27, 2011.
 
Action to be taken following Board approval:
1. The Board Clerk will have the Chairman sign two originals of the Agreement
     and return one fully executed original to the Department for further
     processing.
