Chief Administrative Office, Procurement and Contracts Division, recommending the Board:
1) Award Bid No. 11-288-078 for the purchase of 3/8" x No. 6 Crushed Aggregate Chips to the low qualified bidders, George Reed of Modesto, CA for the West Slope of El Dorado County and Bing Materials of Minden, NV for the East Slope of El Dorado County;
2) Authorize the Purchasing Agent to issue blanket purchase orders totaling $292,500 for a twelve (12) month period following Board approval; and
3) Authorize the Purchasing Agent to increase the blanket purchase orders on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.
FUNDING: Road Fund Discretionary-General Fund and State Proposition 1B.

REASON FOR RECOMMENDATION: At the request of the Department of Transportation, the Procurement and Contracts division issued an Invitation to Bid for 3/8" x No. 6 Crushed Aggregate Chips to be delivered to various stockpile locations on both the East and West Slopes of El Dorado County for the Departments 2011 Chip Seal Program on County roads. Seventeen (17) invitations to bid were mailed, four to local vendors, with no responses received from local vendors; however, two (2) of these local vendors are listed as a hauler for the two (2) West Slope bids that were received.
FISCAL IMPACT/CHANGE TO NET COUNTY COST: Procurement and Contracts has been advised that funding is available within the Department of Transportation's budget. Road Fund Discretionary-General Fund and State Proposition 1B.
