Fiscal Impact/Change to Net County Cost:
None. This Budget Transfer Request adjusts revenues and corresponding appropriations within the Fund 11 Community Services (Index Code 531120) budget to reflect actual FY 11-12 Community Services Federal grant funding. This Federal one-time grant funding must be expended no later than September 30, 2011.

Background:
On July 20, 2010 the Board authorized the fixed asset purchase of one non-fleet vehicle for the WIC program prior to the adoption of the FY 2010-11 budget to meet the grant expenditure deadline of September 30, 2010. The vehicle purchase was not completed by the September 30, 2010 deadline due to default by the selected vendor and the one-time funds initially approved for use in FFY 2009-10 were not expended.

Reason for Recommendation:
The California Department of Public Health, which administers WIC, has approved the use of one-time funds in FFY 2010-11 to purchase a vehicle to replace an unreliable 2004 vehicle with a 4-WD SUV that is necessary to transport WIC staff. The vehicle must be Department-owned rather than fleet-owned due to funding source requirements.
