Department of Transportation recommending the Board:
1) Make findings pursuant to Article II, Section 201b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and the ongoing aggregate of work to be performed under this Agreement is not sufficient to warrant the addition of permanent staff; and
2) Authorize the Chair to sign Agreement for Services AGMT #11-53160 with North State Resources, Inc. in an amount not to exceed $240,000 for a three year term to provide on-call environmental review services in support of Capital Improvement Program Projects and generally in support of the Department.

*This is a multi-year Agreement and funds will be included in FY 2011/2012 budget and in future fiscal year budgets.
Fiscal Impact/Change to Net County Cost: The funding source will vary depending upon which Capital Improvement Program (CIP) project is supported by the services of this Agreement. In general, the CIP is funded from the 2004 General Plan Traffic Impact Mitigation Fees and State and Federal grants funds. There is no cost to the County General Fund associated with this agenda item.
There is no change to Net County Cost associated with this item.
Reason for Recommendation:
The California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) require public agencies to complete analyses of potential environmental effects associated with proposed projects. The Department is in need of assistance with such analyses to support projects included in the County's Capital Improvement Program and to generally support the Department with other County activities as required.
In February of 2011, the County's Procurement and Contracts Office closed a Request for Qualifications (RFQ) for the Department of Transportation (Department) for a variety of transportation related disciplines. Based upon the results of that RFQ, North State Resources, Inc. was determined to be highly qualified to provide the environmental support services in this proposed Agreement.
On March 15, 2011, the Department received affirmation from the Procurement and Contracts Office that a competitive selection process was conducted in accordance with Board of Supervisors Policy C-16, Section 7.5 and that the consultant is qualified and able to perform the services in accordance with Section 7.10 of the same Policy.
The El Dorado County Employees Association, Local #1, was informed of this proposed Agreement on May 3, 2011.
North State Resources, Inc. has a substantial amount of experience assisting rural counties with environmental review of transportation projects and with the California Department of Transportation's project development process.
The Department recommends that the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and the ongoing aggregate of work to be performed under this Agreement is not sufficient to warrant the addition of permanent staff.
Action to be taken following Board approval:
1. The Board Clerk to have the Chairman sign two originals of the Agreement; and
return one fully executed original to the Department for further processing.
