Fiscal Impact/Change to Net County Cost:
Funding for this portion of the acquisition process will be provided by 2004 General Plan Traffic Impact Mitigation (TIM) Fees.
 
Background:
The Diamond Springs Parkway - Phase 1 Project (Project), originally known as the Missouri Flat Pleasant Valley Connector, was initiated to improve traffic circulation and safety through and around the historic town of Diamond Springs and has been in various stages of planning and design for the past fifteen years.  
 
The Project is located south of the Missouri Flat Road/US 50 Interchange, east of Missouri Flat Road, north of the community of Diamond Springs, and west of SR-49, and is also inclusive of improvements to SR-49/Diamond Road, from Finch Road to the intersection of SR-49/Pleasant Valley Road.
 
The Project is included in the Department of Transportation's (Department) 2010 Capital Improvement Program as adopted by the Board of Supervisors on April 27, 2010.  
 
The Project is subject to the California Environmental Quality Act (CEQA) and the review and consideration by the Board of Supervisors of the information within the Environmental Impact Report dated May 10, 2011, has been found to be in compliance with the CEQA requirements, and was certified by the Board on May 24, 2011.
 
Reason for Recommendation:
The research of potentially affected parcels and the acquisitions of portions of the subject parcels are necessary from the subject property owners to enable the construction of the Project improvements.  In order for the Department to prepare for negotiations with said owners, the Department is requesting authorization from the Board to proceed with the acquisition process, including the ordering and payment of title reports and certified appraisals of the land rights to be acquired.
 
The parcels listed in this requested authorization are only the parcels along SR-49 between Fowler Lane and Bradley Drive and along Lime Kiln Road and are necessary for the realignment and widening of SR-49.  The Department has identified this segment as a potential Phase 1A project and will be seeking grant funding for the required right of way and construction.
 
Action to be taken by the Department following Board approval:
The Department will proceed with the acquisition process for the subject parcels referenced herein, including the ordering and payment of title reports and certified appraisals for the portions of the subject parcels necessary to construct the Project.
