Supervisor Knight recommending the Board consider the following:
1) Approve a short term Traffic Impact Fee Deferral plan for El Dorado County residents Tom and Gia Pariani, allowing them to begin work on their residence at APN 126-310-18, 3069 Lennox Drive, in El Dorado Hills; and
2) Direct County Counsel and the Department of Transportation to work with them to prepare the agreements necessary for payment. (Est. Time: 5 Min.)

Background:
Mr. and Mrs. Pariani purchased a lot in the Highland Hills #4 subdivision in El Dorado Hills in June 2006. They would like to remain in the area and build their permanent residence , but find they are not able to pay the full amount of the TIM Fees ($32,420) at this time to be able to pull the permit and begin construction. They are asking for a short term deferral of the TIM fees only, to be paid as such:
HWY 50 TIM $5,920 to be paid September 2012
1/2 of EDH TIM $13,250 to be paid September 2013
1/2 of EDH TIM $13,250 to be paid September 2014
They will pay half of the required fees for the permit, roughly $33,000, plus the school fees.
Reason for Recommendation:
By granting the deferral of these TIM fees to allow construction to begin, jobs would be created, and property tax revenues would increase on the improved parcel. In allowing a secure, short term deferral plan, we may be able to work with owners who have put their construction plans on hold due to the County's TIM fees and the possibility that TIM fees may be lowered.
Action to be taken following Board approval:
Approve TIM Fee Deferral and direct staff to prepare the necessary documents for recordation.
