Fiscal Impact/Change to Net County Cost:
No change.  Contract No. K282473-02 allocates $749,851 to El Dorado County for the continued provision of Workforce Investment Act Program activities.  Allocated revenues are budgeted for FY 2011-12 and are expected to cover all anticipated Program costs.
 
Background:
On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act Program, effective July 1, 2006.  On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency(GSJTA), including a provision giving the JPA the ability to pass El Dorado County's share of funds to the County to enable the County to provide job training services. The Golden Sierra Workforce Investment Board and their Governing Board approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006.  Job training activities have been ongoing since that time.  Effective July 1, 2011 GSJTA began subcontracting with Alpine County to provide Workforce Investment Services in Alpine County.
 
Reason for Recommendation:
As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium, El Dorado County uses the Workforce Investment Act (WIA) funds to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby the multiple needs of El Dorado County unemployed individuals and businesses can be met.  
 
Contract No. K178658-05 allocates a total of $749,851 for continued provision of Workforce Investment Act employment and training services in El Dorado County and includes $494,811 for provision of Adult and Dislocated Worker services during the term July 1, 2011 through June 30, 2013 and $255,040 for the provision of Youth services and Rapid Response business services during the term July 1, 2011 through June 30, 2012.  
 
GSJTA has notified DHS that additional Youth and Rapid Response funding will be allocated through the issuance of a funding letter as authorized under contract Provision 6, Fund Levels, or by contract amendment.  The increased Youth allocation is a result of redistributed funds among subcontractors serving El Dorado County and is estimated to be $79,000 for FY 2011-12.  The final Rapid Response allocation from the State is higher than originally anticipated by GSJTA and it is estimated that an additional $48,000 in Rapid Response funding will be allocated to El Dorado County for FY 2011-12.
 
Retroactive Term:
Upon execution, the contract is retroactive to July 1, 2011.  The contract was received from GSJTA on August 10, 2011 and processing was expedited.  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road, with two (2) copies of Contract No. K282473-02 signed by the Chair.  
Human Services to distribute as appropriate and return one fully executed Agreement to the Board Clerk
