Fiscal Impact/Change to Net County Cost:  Funding is 100% State General Fund.  Funds were budgeted for FY 2010-11 and are included in the Department's FY 2011-12 County Budget Request.  There is no County share of cost.
 
Compensation for Services: Payments to contractor are made within 45 days following the County's receipt and approval of itemized invoices.  The billing rate for contractor-provided THP-Plus services is $2,920 per month per participant, pro-rated for partial months.  El Dorado County THP-Plus billing rates cannot exceed the cap rate of $2,934, which was set by the California Department of Social Services for the County in 2006 using a methodology based on Assembly Bill 427 (Chapter 125, Statutes of 2001).
 
Termination:  Agreement includes the County's standard Fiscal Considerations termination language, as well as a provision for the County to terminate Agreement without cause in seven (7) calendar days upon written notice.
 
Retroactive Term:  The term extension is retroactive to July 1, 2011.  The final development and processing of Amendment I to Agreement 012-S1111 required verification of continued 100% State funding availability for THP-Plus, thereby resulting in a delay in obtaining Contractor's signature.
 
Background:  THP-Plus is a State program created in 2001 to provide affordable housing and supportive services to homeless former foster youth to assist them with their continuing transition to independence.  Agreement for Services 012-S1111 for the provision of THP Plus services during the term July 1, 2010 through June 30, 2011 was approved and executed by the Board on May 18, 2010.  
 
Reason for Recommendation:  Pursuant to the BOS and State-approved Transitional Housing-Plus Program Plan for El Dorado County, DHS is responsible for the oversight of the administration and provision of THP-Plus services to certain emancipated foster youths and/or former dependents or wards of the juvenile court, ages 18-24 ("Youth").  Amendment I to Agreement for Services 012-S1111 allows for the continued provision of THP-Plus services by Remi Vista during the period of July 1, 2010 through June 30, 2012 for Youth who will age out of the program during this period.  
 
Purchasing Agent Review: The County Purchasing Agent has reviewed the Department's request to amend this Agreement and concurs that it is in compliance with Board of Supervisors Policy C-17.
 
Action to Be Taken Following Board Approval:
1) Chair to sign two (2) originals of Agreement 012-S1111.
2) Board Clerk's Office to return one (1) original Agreement to DHS at Briw Road
3) Department to distribute as appropriate.
