Background:
Previously, in 1999-2000, the Board of Supervisors engaged in a comprehensive review and assessment of the provision of emergency medical services, including ambulance and interfacility transports, of both County Service Areas #3 and #7, and created an Emergency Medical Services Plan (“EMS Plan”) that reflected the Board’s action to continue to provide ambulance services under a Public Utility Model in both areas. An exclusive operating area in County Service Area #3 was established at that time and has since been continued through today.

On July 19, 2011 the Board of Supervisors engaged in a comprehensive review of ambulance transport services in CSA #7. On August 16, 2011, the Board of Supervisors concluded its evaluation and its review of the Health Services Department and County EMS Agency’s recommendations, and took action to establish an exclusive operating area in CSA #7. The Board further grandfathered the County as the exclusive provider for all emergency ambulance services, and non-emergency, and interfacility ambulance transport services that originate in and terminate in CSA #7, pursuant to California Health and Safety Code section 1797.224.

Health Services Department was instructed to return with findings for the Board to review and adopt in accordance with the Board’s actions. Health Services Department has attached the proposed Findings based upon the information presented to the Board, agreements, letters and other documents on file with the Health Services Department.
