Fiscal Impact/Change to Net County Cost
There are no fees or assessments relative to this License Agreement CTC_2011_07_21_El Dorado County. There is no fiscal impact associated with this agenda item.

Reason for Recommendation:
The Department of Transportation (Department) will begin construction as early as May 1, 2012 for the Echo View 2 Erosion Control Project (Project). Project improvements include treating storm water runoff from the County’s Right of Way within the Echo View Estates 2 Subdivision in order to meet the Tahoe Regional Planning Agency and State Water Quality Control Board - Lahontan Region Storm Water Program water quality goals.

The proposed License Agreement provides access to two parcels owned by the California Tahoe Conservancy (CTC): APNs 033-332-17 and 033-623-02.

Exhibit A-1 and A-2 of the License Agreement describes the proposed improvements for each parcel.

Action to be taken following Board approval:
1. After the Board Chair signs the two originals of the License Agreement, the Clerk of the Board will complete the All Purpose Notary Acknowledgment form provided.
2. The Clerk of the Board will send the two originals of the License Agreement and the All Purpose Notary Acknowledgment form to the Department for processing to the CTC for signature.

Action to be taken by Department following Board approval:
1. Upon receipt of the signed original from the CTC, the Department will send the License Agreement to the Recorder Clerk's office for recordation.
2. Following recordation, the Department will forward the fully-executed original to the Clerk of the Board’s office.
