Fiscal Impact/Change to Net County Cost: Funding is included in the fiscal year 2011/2012 Road Fund budget and will be budgeted for in the 2012/2013 fiscal year budget. There is no change to Net County Cost.
Background: On June 22, 2010, the Board authorized the Chair to execute Agreement for Services #425-S1011, AGMT 10-52947, with Blain Stumpf Trucking to transport road materials from various points of purchase to designated stockpile locations or work sites, on an on-call basis for the Department of Transportation (Department).
The maximum utilization of County equipment and personnel is held as a first priority. The service provided under the agreement is beyond the maximized capabilities of department staff and equipment resources. The nature of work is also sporadic and not sufficient to warrant the purchase of equipment or the addition of permanent staff. Services are primarily required during the peak construction season when the demand is such that multiple trucks are requested at one time. In order for this service to be provided by County staff, a significant investment would be required to purchase numerous trucks that have the capacity to transport large volumes of material. This equipment would be exceptionally expensive and would be utilized only on a sporadic basis over a short period of time.
Reason for Recommendation: The Board of Supervisors is requested to authorize the Chair to sign the First Amendment to Agreement for Services #425-S1011, AGMT 10-52947, to increase the not-to-exceed amount by $250,000 to $590,000 and extending the term of the Agreement for one additional year through June 29, 2013 . An unexpected increase in the Department's overlay and chip seal road maintenance projects has made this Amendment necessary. There are no other changes to the Agreement.
Operating Engineers Local Union No. 3, AFL-CIO and the Human Resources Department were informed of the proposed Agreement on August 30, 2011. Human Resources approval was received that same day.
Action to be taken following Board approval: 1) The Chairman will sign two (2) originals of the First Amendment to Agreement for Services #425-S1011, AGMT 10-52947, with BST Services, Inc., doing business as Blain Stumpf Trucking. 2) The Clerk of the Board will forward one original of the fully executed First Amendment to the Department for further processing.
