Fiscal Impact/Change to Net County Cost:
These funds will provide supplemental funding for the SMUD Trail Project (Project).

Background:
The Project is to construct a multi-use class I bike path within the SMUD overhead power line easement from Silva Valley Parkway to El Dorado Hills Boulevard where it will connect to Stephan Harris Park.  The Project will intersect the New York Creek Trail on the east side of the creek.

On June 30, 2011, the El Dorado Hills Community Services District Board of Directors adopted Resolution 2011-10 allocating $106,755 in Capital Improvement Project funds (EDHCIP) to El Dorado County Department of Transportation (Department) for the Project.

This project is anticipated to cost up to $690,000 for project delivery and construction. This project was initially funded with  $295,000 in STIP-TE grant funds, $25,000 in Local AB2766 grant funds as well as $100,000 in Accumulated Capital Outlay (ACO) funding. When this project was transferred from El Dorado County Parks and Recreation Department to the Department of Transportation (Department) a preliminary design was produced and additional shortfalls in funding was discovered for construction of a small bridge required to cross New York Creek and the necessary additional environmental studies. The El Dorado Hills Community Service District is a supporter of this project and has offered additional financial assistance for both project delivery and construction costs. The Department will continue to seek ways to narrow the gap in the funding shortfalls for this project.

Reason for Recommendation:
The Project's State Transportation Enhancement grant schedule originally estimated that construction would be complete by FY 09/10.  Caltrans has allowed the Department to reschedule the grant's construction completion date as long as we are showing progress and moving the Project forward.

The Department has been working toward completion of the Project's Draft Initial Study/Mitigated Negative Declaration (IS/MND) and is now initiating the circulation of the document for public review and comment.  The Department anticipates that the IS/MND will be submitted for Board consideration in December 2011 and, if approved, for Caltrans approval for NEPA certification by February 2012.  Depending on weather conditions, construction is anticipated to be completed by summer 2013.

The EDHCIP funds will provide additional funding for the Project. The Project is included in the adopted 2010 Capital Improvement Program as Project No. 97005.

Action to be taken following Board approval:
Upon approval of the recommendation, the Department will file a claim signed by the Director of Transportation for EDHCIP funds with the El Dorado Hills Community Services District for costs incurred by the Project.
