Fiscal Impact/Change to Net County Cost:
Subvention funding of $92,631 is included in the FY 2011-2012 AQMD budget. No change in Net County Cost.

Background:
The Budget Act of 2011 contains an appropriation of $10,111,000 for subvention to local air pollution control districts. The Health and Safety Code requires that $500,000 of the amount appropriated by the Budget Act be reserved for subvention to rural air pollution control districts to attain minimum subvention levels if certain criteria are met.

Reason for Recommendation:
This request implements the Board's revenue requirement in the AQMD approved FY 2011-2012 budget by authorizing the submittal of the application for continued Subvention funding. These funds are appropriated in the State of California Budget Act of 2011 and are distributed to local air districts in accordance with formulas established by the California Health and Safety Code. This years annual fund award process mirrors those used in previous fiscal years FY 2009-2010 and FY 2010-2011.

The Subvention funding application form (Attachment A), designed to identify the total budget for AQMD's air pollution control program including a detailed breakdown by funding source, shall be completed by AQMD and submitted to CARB prior to November 15, 2011.
