2) Authorize advertisement for construction bids (the total estimated cost for the construction phase of the Project is $1,150,000).

DISCUSSION / BACKGROUND

The Department of Transportation (Transportation) proposes to upgrade an existing multi-use path to a Class I bike path and construct a new Class I bike and pedestrian path to provide connectivity between Francisco Drive and Governor Drive along the El Dorado Hills Boulevard corridor. There is an existing multi-use path just south of the proposed project and a Class I path immediately to the north. This Project will effectively connect the two existing trails.

 

The work consists of construction of an 8-ft-wide Class I bike path, curb and gutter, curb ramp, minor drainage modifications, modifications to the existing traffic detection loop pull boxes, installation of a new pedestrian push button, raising utility boxes to finished grade, thermoplastic striping and pavement markings, and sign installation.

 

Due to federal funding, both California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance are required. A CEQA Notice of Categorical Exemption was filed on October 26, 2016. A Caltrans NEPA Categorical Exclusion Determination was issued on December 28, 2016.

 

There are no required environmental permits or right of way required for this Project. Utility involvement is limited to adjusting utility covers to grade and said work is compliant with all terms and conditions under MAP-21 including Buy America requirements.

 

Transportation received federal funding authorization (E-76) for this Project on May 30, 2019. The Project is programmed for $920,269 for construction and $300,287 Advanced Construction (AC) authorization.  With an AC authorization, local funds are used to perform work eligible for future federal reimbursement until construction funding can be obligated for the current year.  Transportation anticipates that the AC funding will be fully obligated by October 2019.

 

Because this is a federally-funded Project, the Contract Documents conform to the requirements for federally-funded projects and incorporate the current Caltrans Disadvantaged Business Enterprise (DBE) requirements. The DBE goal is 13%.

 

ALTERNATIVES

1) The Board could choose to not approve the contract documents or authorize advertisement for construction bids. Transportation will make any changes requested by the Board and return at a later date.

2) The Board could also choose to cancel the Project. Canceling the Project may include the consequence of reimbursing all federal funding received to date.

County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.

 

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

The total estimated cost for Project construction is $1,150,000, which includes construction items of work, construction management, environmental monitoring, inspection, materials testing, and contingencies.

 

There is no financial impact or change to Net County Cost associated with this item.  The Board will not obligate the County with the current requested action.  The obligation will result from the subsequent action of awarding the bid.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on the construction Plans for the Project.

2) The Clerk of the Board will forward the original signed Plan set to Transportation, Headington Engineering, attention John Kahling.

 

TRANSPORTATION FOLLOW UP ACTIONS

Transportation will advertise the Project for bid proposals and return to the Board with recommendations for award at a later date.
