Health and Human Services Agency recommending the Board:
1) Accept funding awarded by the United States Department of Housing and Urban Development in the amount of $11,435 effective upon execution of the contract with a one year term, including a match requirement of $2,859 that will be met through existing grant funding received by the Housing and Homelessness Services programs;
2) Authorize the Director of Health and Human Services Agency to execute the funding agreement for the Federal funding Grant Number CA1940L9T252000;
3) Authorize the Director of the Health and Human Services Agency to administer any agreement or subsequent administrative documents related to said award, including any required fiscal and programmatic reports as well as any amendments to the agreement that do not increase the total award amount or term of the agreement, contingent upon County Counsel and Risk Management approval; and
4) Approve and authorize the Chair to sign a Budget Transfer Request, amending the Fiscal Year 2021-22 Adopted Budget, increasing revenue and appropriations by $11,435 (4/5 vote required).

DISCUSSION / BACKGROUND:
On August 26, 2021, the El Dorado County Public Housing Authority received notification from the U.S. Department of Housing and Urban Development (HUD) that the existing 2019 Continuum of Care (CoC) planning grant award was selected for a 2020 CoC renewal funding award of $11,435. The funding requires a match of $2,859, which will be met with other existing grant funds received by the Housing and Homelessness Services programs. The funding award is to be used for CoC technical assistance, training, and planning activities.
The El Dorado County Public Housing Authority, as part of the Health and Human Services Agency (HHSA), is designated by the CoC to serve as the Collaborative Applicant and Administrative Entity for the CoC. In this role, the Public Housing Authority submits annual consolidated applications for Continuum of Care funding on behalf of and in support of the CoC. The planning funds awarded are to be used to support the El Dorado Opportunity Knocks CoC to improve CoC strategic planning efforts as well as provide technical assistance to build the knowledge and administrative capacity of its members.
Health and Human Services Agency (HHSA) is recommending the Board approve the Chair to sign the attached Budget Transfer Request (BTR) (Attachment C) to increase revenue and appropriations by $11,435 in Fiscal Year 2021-22.
ALTERNATIVES:
The Board could decline to accept the grant funding award, in which case, the Continuum of Care would not be eligible to receive the award. This would reduce the level of technical assistance available to local service providers.

FINANCIAL IMPACT:
