Health and Human Services Agency recommending the Board, acting as the Governing Board of the El Dorado County Public Housing Authority (PHA), approve and authorize the Chair to sign a Fiscal Year 2023-24 Budget Transfer Request to increase federal revenues in the PHA program by $700,000 and to increase appropriations by the same $700,000 amount. (4/5 vote required)

DISCUSSION / BACKGROUND:
The PHA operates under federal guidelines from HUD to provide a rental subsidy assistance program called the Housing Choice Voucher (HCV) Program (formerly known as Section 8 housing). Housing Assistance Payments (HAP) contracts are used by the PHA to provide tenant-based assistance under the HCV Program to help eligible PHA clients subsidize housing costs. PHA issues HAP on behalf of its clients through multiple HUD programs, all of which are funded 100% by federal HUD dollars.
HHSA is recommending the Board approve the Chair to sign a BTR to increase revenue and appropriations for FY 2023-24 by $700,000 for the PHA program. The current year’s budget was based on spending at historical levels with some modest growth; however, actual spending has exceeded these levels, necessitating the need to add additional appropriations and offsetting federal revenues.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA would not have sufficient appropriations to process the June 2024 HAP for PHA clients.

FINANCIAL IMPACT:
There are no General Fund dollars associated with this item. If approved, the BTR will increase revenue and appropriations in the PHA Program by $700,000 in FY 2023-24.

1) Obtain signature of Chair on the attached BTR; and
2) Submit the BTR to the CAO office for further processing.
