District Attorney recommending the Board approve and authorize the Purchasing Agent to execute Agreement for Services 3220 (retroactive to May 1, 2018) with Capitol Tech Solutions for the provision of website hosting and support in the not-to-exceed amount of $10,800 for the period of May 1, 2018 through April 30, 2021.
DISCUSSION / BACKGROUND
In 2017, the District Attorney’s Office entered into a contract with Capital Tech Solutions to provide the development of, website hosting, and support for four custom websites - Agreement for Services No. 456-S1710. The four websites created consist of eldoradoda.com, eldoradosmostwanted.com, eldoradoarrestlog.com, and eldoradocoldcase.com. The purpose for the development of these four websites was to provide more efficient and better access of important information to the public.
Over the last few years we have experimented with public engagement using social media through a blog, video production, and outreach programs. Our Most Wanted Wednesday posts for example are highly successful. Given the success of these programs, we developed a comprehensive public engagement strategy.
After meeting with Capital Tech Solutions and discussing the various methods and options to get information out to the public, it was determined that this consulting group could provide the necessary specialized services needed to guide us in promoting more effective communication with the public using their public relations experience, similar to the Sheriff’s Office. We utilized their services for effective communication under a separate Agreement for Service and also utilized their services in the development of four websites with which we could get the information out to the public more effectively.
These outreach efforts are not only smart law enforcement practices, but also consistent with the needs of the citizens of El Dorado County. Again and again in the 2016 El Dorado County Citizen Engagement Survey, the community asked for better public safety outreach, transparency, communication, and engagement with the community. The contract with Capitol Tech Solutions to continue the website hosting and support will help us maintain these goals.
The original Agreement was effective May 1, 2017. An amendment of Agreement for Services No. 456-S1710 was created, but was not completed in time, thus requiring a new contract due to the retroactive date.

FINANCIAL IMPACT
