4) Authorize the Purchasing Agent to execute further documents relating to Agreements 6978 and 6979, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amounts or terms of the Agreement; and

5) Authorize the HHSA Director, or Director of Public Health to execute programmatic, administrative, and fiscal documents relating to Agreements 6978 and 6979.

DISCUSSION / BACKGROUND:

As authorized under Health and Safety Code, Section 120325-120380, which requires immunizations against childhood diseases prior to school admittance in the State of California, The California Department of Public Health (CDPH) allocated funding to Local Health Departments (LHDs) to prevent and control Vaccine-Preventable Diseases (VPDs) in their local jurisdictions. HHSA was allocated Immunization Local Assistance Funding (Agreement No. 22-11034) for the purposes of preventing and controlling VPDs in El Dorado County.

 

Under this Immunization Grant, Grantees are to implement activities to assess and improve coverage levels in the jurisdiction of all vaccines recommended by the Advisory Committee on Immunization Practices (ACIP) to protect the population, and detect, report, and control vaccine-preventable diseases in the jurisdiction.

 

El Dorado County HHSA Public Health Division (HHSA PHD) as the primary recipient of the California Department of Public Health (CDPH) Immunization Grant Agreement 22-11034, identified service needs that fall within the scope and purpose of the grant, and submitted a budget and work plan to CDPH to subaward funds to community partners for the purposes of helping to prevent and control vaccine-preventable diseases within the County.

 

The Boys and Girls Club of El Dorado County Western Slope and The Boys and Girls Club of Lake Tahoe, are community partners identified in the CDPH budget and work plan to provide childhood immunization services within El Dorado County. Under Agreements for Services 6978 and 6979, these Contractors shall furnish personnel, equipment, supplies, travel, and other materials, as needed to: (1) Assist in providing access to immunizations against vaccine-preventable diseases; (2) Provide education about immunizations and vaccine-preventable disease to children and families; and (3) Collaborate with area schools to improve vaccination rates for vaccine-preventable diseases on both the West Slope and Tahoe from July 1, 2023, through June 30, 2024. These are new services recommended by HHSA PHD to ensure that the County can prevent and control VPDs throughout El Dorado County.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would attempt to provide services through existing contracts.

FINANCIAL IMPACT:

There is no General Fund cost associated with this Agenda item. Sufficient appropriations were included in the Fiscal Year 2023-24 Budget and will be included in future budgets for the term of the agreements.
