Sheriff and Probation Departments, recommending the Board approve the following:
1) Award Bid 19-200-011 for the purchase of Institutional Clothing, Bedding, Footwear, and Toiletries to the low qualified bidders, Bob Barker Company of Fuquay Varina, NC, Victory Supply Inc. of Mount Pleasant, TN;
2) Authorize the Purchasing Agent to issue two (2) purchase contracts to the same two (2) bidders for a total of $105,000; one to Bob Barker in the amount of $70,000, and one to Victory Supply in the amount of $35,000 for a twelve-month (12-month) award period following Board approval; and
3) Authorize the Purchasing Agent to increase the blanket purchase contracts on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.

DISCUSSION / BACKGROUND
At the request of the Sheriff and Probation Departments, the Procurement and Contracts Division issued an invitation to bid for Institutional Clothing, Bedding, Footwear, and Toiletries. These products are used by inmates in both jails and juvenile treatment facilities. Eleven (11) Bid Notification Letters were mailed, none to local vendors. Three (3) qualified responses were received, none from local vendors.
ALTERNATIVES
There are no alternatives to issuing inmate clothing. California Code of Regulations Title 15 makes it mandatory that inmates are provided Standard Institutional Clothing. Each inmate must be provided with clean socks and footwear, as well as clean under and outer garments. Without inmate clothing El Dorado County would be violating Title 15 of the California Code of Regulations.
