There is no impact to Net County Cost associated with this Amendment II to Agreement for Services 337-S1110.  Sufficient appropriations are included in the Fiscal Year 2013-14 budget and will be included in future County Budget Requests.
 
Background
The Health and Human Services Agency (HHSA) has contracted with Myrna-Kay Robison, LMFT, since 2008.
 
On March 11, 2011, the Purchasing Agent executed Agreement for Services 337-S1110 for the provision of therapeutic counseling and related services in the amount of $40,000 for a term commencing on April 1, 2011 through March 31, 2014.
 
On July 25, 2013, the Purchasing Agent executed Amendment I to Agreement for Services 337-S1110 by increasing the maximum contractual obligation by $22,196 for a not-to-exceed compensation of $62,196.
 
The services provided by Myrna-Kay Robison continues to be a successful tool to support families who are clients of the County of El Dorado HHSA Child Protective Services (CPS).  HHSA maintains agreements with multiple local vendors for the provision of therapeutic counseling and related services to ensure that clients can be referred by their caseworker on an "as requested" basis to receive necessary, and in some cases, court-mandated services from the most appropriate and conveniently located vendor.  Choice of vendor is based upon the specific needs of each individual HHSA client.  
 
Reason for Recommendation
Pursuant to Welfare and Institutions Code Sections 16501-16508, HHSA is required to provide counseling and substance abuse testing services that promote reunification of children and families who are being served by the HHSA CPS Program.  Increased utilization of the services has outpaced the compensation originally determined for this Agreement.  Approval of Amendment II to Agreement for Services 337-S1110 will help ensure the continued provision of Court-mandated therapeutic counseling and related services on an "as requested" basis.
 
Failure to adopt this Amendment will result in difficulty meeting the service demands of the community and HHSA's mandated services requirements, as well as disrupt the progress and continuity of care for clients currently receiving services from this vendor.
 
Clerk of the Board Follow Up Actions
1) The Clerk of the Board to obtain the Chair's signature on the two (2) originals of Amendment II to Agreement for Services 337-S1110.
2) The Clerk of the Board to forward one (1) fully executed original Amendment II to HHSA Contracts Unit at Briw Road for further processing.
