1) Consent to, but reject an Irrevocable Offer of Dedication (IOD 16-004) from Lennar Homes of California, Inc., a California Corporation, for drainage easements located on a portion of Assessor’s Parcel Numbers 117-580-12, 117-580-16 and 117-580-17. Parcels are further identified as Lot LL-12, Lot D-D and Lot E-E of "Carson Creek Unit 1-Phase A"; and
2) Authorize the Chair to sign the Consent To Offer Dedication And Rejection Of Offer for the drainage easements.

Surveyor's Office recommending the Board:
1) Consent to, but reject Irrevocable Offer of Dedication 16-004 (IOD 16-004) for drainage easements on Lot LL-12, Lot D-D and Lot E-E of "Carson Creek Unit 1-Phase A", recorded at Book J of Subdivisions at Page 135. This IOD is requested by the owner, Lennar Homes of California, Inc., a California Corporation, in order to meet a condition of TM 14-1519, imposed by Community Development Agency, Transportation Services Division.
2) Authorize the Chair to sign the Consent To Offer Dedication And Rejection Of Offer for the drainage easements and to record the IOD with said consent attached. Authorization for recording said offer is pursuant to Government Code Section 7050
DISCUSSION / BACKGROUND
The County Surveyor's Office received an application from Lennar Homes of California, Inc., a California Corporation, for an Irrevocable Offer of Dedication (IOD 16-004), for drainage easements on Assessor’s Parcel Number 117-580-12, 117-580-16 and 117-580-17, and being more particularly described as Parcels A through F on Exhibit "A" and depicted as Parcels A through F on Exhibit "B" of the attached IOD. The subject properties are further identified as Lot LL-12, Lot D-D and Lot E-E of "Carson Creek Unit 1-Phase A", recorded at Book J of Subdivisions at Page 13, at the Recorders Office, El Dorado County.
ALTERNATIVES
An alternative would be to not adopt accept the IODs. By utilizing this alternative, Lennar Homes, would be unable to meet the conditions of their current project, TM 14-1519 Carson Creek Unit 3 .
OTHER DEPARTMENT / AGENCY INVOLVEMENT
The Community Development Agency, Transportation Services Division, has reviewed said IOD and supports the consent to, and rejection of, this offer.

Chief Administrative Office concurs with staff's recommendations.

There is no fiscal impact associated with this item.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk will obtain the Chair’s signature on the Consent To Offer Dedication And Rejection Of Offer
2) The Clerk will record the IOD with the Consent To Offer Dedication And Rejection Of Offer, attached to the back of the document.
3) The Clerk will return a copy of the recorded document to the County Surveyor’s Office.
