Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Award Request for Qualifications (RFQ) 20-918-033, to the successful proposers, The Center for Violence Free Relationships and Live Violence Free, to provide shelter-based services consistent with California Welfare and Institutions Code Sections 18290 - 18309.8;

2) Authorize HHSA to negotiate a three (3) year Agreement, effective July 1, 2020, with The Center for Violence Free Relationships with an approximate annual obligation of $50,000, contingent on funding availability, for fiscal years 2020-21, 2021-22, and 2022-23;

3) Authorize HHSA to negotiate a three (3) year Agreement, effective July 1, 2020, with Live Violence Free with an approximate annual obligation of $50,000, contingent on funding availability, for fiscal years 2020-21, 2021-22, and 2022-23;

4) Authorize the Purchasing Agent to execute said Agreements, contingent upon approval by County Counsel and Risk Management; and

5) Authorize the Purchasing Agent or designee, to execute any amendments relating to the Agreements developed in association with RFQ 20-918-033 which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

 

FUNDING:   Funding is generated through marriage license fees in accordance with California Welfare and Institutions Code Section 18305 (b).

DISCUSSION / BACKGROUND:

On February 3, 2020, the Chief Administrative Office (CAO) Procurement and Contracts Division, released a Notice of Award associated with Request for Qualifications (RFQ) 20-918-033 which was requested by HHSA to solicit responses for Domestic Violence Shelter-Based services as defined in the California Welfare and Institutions Code (WIC) Section 18290-18309.8.  Said RFQ indicated funding would be evenly divided between services on the West Slope of the County and the East Slope of the County.

 

Two responses were received which met the requirements of the RFQ, and were evaluated by a panel of three - each of whom have knowledge of the domestic violence program. One respondent is located on the West Slope of the County and the other is located on the East Slope of the County, thereby providing service locations in accordance with the RFQ.

 

California Welfare and Institutions Code Section 18290 - 18309.8, provides funding for Domestic Violence Shelter-Based services described in said sections through fees associated with the issuance of marriage licenses, pursuant to Section 26840 of the Government Code.  Said section specifies funding shall be collected and disbursed using an Request for Qualifications process.

 

Domestic Violence Shelter-Based services identified in the WIC include emergency shelter on a 24-hour basis, a crisis hotline, psychological and peer support counseling, referrals for existing services, advocacy, and emergency transportation for victims of domestic violence.

 

ALTERNATIVES:

Should the Board decline to award RFQ 20-918-033, the Center for Violence Free Relationships and Live Violence Free, Domestic Violence Shelter-Based services as defined in the Welfare and Institutions Code would be not provided as associated with this RFQ.

Board item 17-0364, Agenda Number 13, on April 18, 2017, awarding RFQ 17-918-038.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda Item.  Funding for these services is generated through marriage license fees, has been included in the fiscal year (FY) 2020-21 Budget, and will be included in future budgets for the term of these Agreements.
