Sheriff’s Office recommending the Board approve and authorize the Chair to:
1) Accept an award in the amount of $1,000,000 from the Board of State and Community Corrections (BSCC) for the Proposition 64 Public Health and Safety grant program (Prop 64 PH&S) with a grant performance period of October 1, 2020 through March 31, 2024; and
2) Adopt and authorize the Chair to sign the required Governing Body Resolution 155-2020 authorizing the applicant to enter into a contract with the BSCC, identifying the Sheriff, and designees, to execute on behalf of El Dorado County, extensions, grant agreements, amendments and subsequent grant modifications with the BSCC for the Prop 64 PH&S Grant, subject to approval by County Counsel.

DISCUSSION / BACKGROUND
The Sheriff’s Office was one of ten Counties to be awarded funding for the Proposition 64 Public Health and Safety grant program. The El Dorado County Sheriff's Office was awarded $1,000,000 in funding through the BSCC. The purpose of this grant is to assist law enforcement with programs addressing the public health and safety associated with the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act. The funds expended through this grant will cover the costs for deputy activities consisting of, but not limited to, enforcement, oversight and education related to cannabis in El Dorado County.
The Sheriff's Office will not begin accumulating costs for this program until the award has been authorized by the Board of Supervisors.
Additionally, the Sheriff's Office will also be partnering with a local school district to create an Anti-Marijuana Youth Outreach Pilot Program focused on students preparing for and attending middle school. Since the legalization of recreational cannabis, there has been a perception that cannabis is not as dangerous as once thought. As part of our education outreach, the El County Sheriff’s Office will help show our youth the potential health risks of cannabis use and abuse. By providing the appropriate resources to educate the community and enforce regulations of Prop 64 we believe that we will be addressing the risks facing the vulnerable populations within El Dorado County.

Failing to accept this grant award will limit El Dorado County's ability to assist with the health and safety concerns of the Control, Regulate and Tax Adult Use of Marijuana Act.

FINANCIAL IMPACT
The Sheriff's Office is not requesting additional appropriations. Acceptance of the grant will result in a Net County Cost savings up to $1 million.
