Health and Human Services Agency recommending that the Board, acting as the Governing Board of the El Dorado County Area Agency on Aging:
1) Approve the Fiscal Year 2018-19 Area Plan Update to the 2016-2020 El Dorado County Area Plan for Senior Services; and
2) Approve and authorize the Chair to sign the Transmittal Letter for submission of said Area Plan Update to the California Department of Aging.
FUNDING: 21% Federal Funding, 31% County General Fund, and 48% Donations.

DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommending the Board approve the Fiscal Year (FY) 2018-2019 Area Plan Update (Area Plan Update) to the 2016-2020 El Dorado County Plan for Senior Services (Area Plan) and authorize the Chair to sign the Transmittal Letter under which the Area Plan Update will be submitted to the California Department of Aging (CDA), thus ensuring HHSA meets the requirements of the funding source.
The Area Plan Update was developed with input from the Commission on Aging (COA), an Advisory Committee to the El Dorado County Board of Supervisors. The COA works with the Director of the Area Agency on Aging on community interests and issues faced by seniors in El Dorado County.
The County is required to submit an annual update to the four-year Area Plan to the State in accordance with California Code of Regulations, Title 22, Division 1.8., Chapter 3, Article, 3, Section 7304. The annual update must be approved by the Board of Supervisors, as the governing board of the El Dorado County Area Agency on Aging.
DISCUSSION / BACKGROUND:
At the Board of Supervisors meeting on May 9, 2017 (12-0544, Item 17), the Fiscal Year (FY) 2017-2018 Area Plan Update was presented and approved. The FY 2018-2019 update is the second of three annual updates to the Area Plan. The FY 2018-2019 update provides a description of significant accomplishments that occurred during FY 2017-2018 and provides guidance in FY 2018-2019 for the ongoing provision of senior services in El Dorado County.
The COA, as the advisory council for the Area Agency on Aging, is actively involved in all aspects of the 2016-2020 Area Plan. The COA assisted HHSA staff in developing goals and objectives identified in the annual Area Plan Update that address the needs and interests of older individuals in the community, including their caregivers.
Annual reports required by CDA track progress towards meeting identified goals and annual updates to the Area Plan allow for revision of objectives as necessary to reflect changing needs within the community. The Area Plan Update also identifies upcoming changes to the demographic data collection questions.
Accomplishments under the 2016-2020 Area Plan during FY 2017-2018 are described in the attached Area Plan Update and include:
1. Increased Congregate Meals Served by Senior Nutrition Services
2. Senior Day Care Dementia Workshop
3. Bilingual Services Available through the Information & Assistance Program
4. Elder Abuse Prevention Grant
5. Commission on Aging Accomplishments
a. 2nd Annual Retreat
b. Completion of a New Monitoring Process for Senior Services
c. Development of a new Outreach Team
d. Special Advocates
The FY 2018-2019 Area Plan Narrative Goals and Objectives (see attached) focuses on the following:
1. Outreach.
2. Education and Training.
3. Availability of Aging Services.
4. Changing Needs of Seniors.
5. Elder Abuse Prevention.
ALTERNATIVES:
Disapproval of the Area Plan Update will leave the County out of compliance with the requirements under the funding source.
OTHER DEPARTMENT / AGENCY INVOLVEMENT:
The El Dorado County Commission on Aging reviewed the Area Plan Update on Thursday, April 19, 2018.
CAO RECOMMENDATION:
It is recommended that the Board approve this item.
FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Clerk of the Board to obtain signature of Chair on four (4) Transmittal Letters.
2) Clerk of the Board to return three (3) original signed Transmittal Letters and one certified minute order to the HHSA Contracts Unit at 3057 Briw Road.
