Health and Human Services Agency recommending that the Board, acting as the Governing Board of the El Dorado County Area Agency on Aging:
1) Approve the Fiscal Year 2019-2020 Area Plan Update to the 2016-2020 El Dorado County Area Plan for Senior Services; and
2) Approve and authorize the Chair to sign the Transmittal Letter for submission of said Area Plan Update to the California Department of Aging.
FUNDING: 21% Federal Funding, 31% County General Fund, and 48% Donations.

DISCUSSION / BACKGROUND:
At the Board of Supervisors (BOS) Agenda meeting on May 17, 2016 (File ID 12-0544, Item 14), the Area Agency on Aging Fiscal Year (FY) 2016-2020 Area Plan (Area Plan) was presented and approved. The FY 2017-2018 annual Area Plan update was presented to the BOS on May 9, 2017 (File ID 12-0544, Item 17) and the FY 2018-2019 annual Area Plan update was presented to the BOS on May 15, 2018 (File ID 12-0544, Item 8). The FY 2019-2020 annual update is the third and final update for the current Area Plan.
The Commission on Aging (COA) is the advisory council for the Area Agency on Aging and is actively involved in all aspects of the 2016-2020 Area Plan. The Area Plan update was developed with input from the COA. The COA works with the Director of the Area Agency on Aging on community interests and issues faced by seniors in El Dorado County. The COA also assisted HHSA staff in developing goals and objectives identified in this annual Area Plan update that addresses the needs and interests of older individuals in the community, including their caregivers.
The County is required to submit an annual update to the four-year Area Plan to the State in accordance with California Code of Regulations, Title 22, Division 1.8. Chapter 3, Article, 3, Section 7304 to the California Department of Aging (CDA).
