DISCUSSION / BACKGROUND

On January 28, 2020, the Board approved Grant Agreement C19L0602 with the State of California, Department of Parks and Recreation, Division of Boating and Waterways, in the amount of $100,000, for the purchase of a boat for patrolling various waterways within in the County, prior to November 30, 2020.

Upon approval of that agreement, Procurement and Contracts set forth with the bid process.  Twenty-two (22) vendors were invited to bid, but only one responded, Rogue Jet Boatworks.  The specifications provided from Rogue Jet Boatworks were acceptable to the Sheriff’s Office and the Sheriff’s Office is requesting to accept the bid submittal of $171,434.00

The Sheriff’s Office budgeted $100,000 from the grant agreement and $70,000 from special revenue funds, however, after completion of the bid process it was determined that additional funds would be needed to cover the cost of the boat.  Therefore, the Sheriff’s Office is requesting a budget transfer and update to the fixed asset list to address the increase in price to $185,000 with $100,000 being provided by the State of California and the remaining $85,000 being funding by the Sheriff’s Special Revenue Funds.

Additionally, other items on the Sheriff’s FY 19/20 Fixed Asset list were not received prior to the close of FY 19/20 due to delays caused by the COVID-19 pandemic.  The Sheriff’s Office is requesting these items also be added to the FY 20/21 fixed asset list.  The total increase to the Fixed Asset list will total $1,019,000 with no increase to net county cost.
