Health and Human Services Agency recommending the Board, as the Community Action Agency:
1) Approve the Biennial 2024-2025 Community Services Block Grant (CSBG) Community Action Plan (CAP); and
2) Approve and authorize the Chair to sign the Biennial 2024-2025 Program Year CAP Cover Page and Certification for submittal with the Biennial 2024-2025 CSBG CAP to the California Department of Community Services and Development.
FUNDING: 100% Federal CSBG funding.

DISCUSSION / BACKGROUND:
The County Board of Supervisors is the designated Community Action Agency (CAA) and HHSA is the County department designated to administer CAA programs and activities, while the County Community Action Council (CAC) advises the CAA. Every two (2) years, CDCSD requires all community action agencies to submit a CAP that functions as the planning document outlining proposed activities and also serves as an application for funding for the following two (2) years.
The CAP defines an integrated service delivery system and is required by the state and federal governments for receipt of CSBG funds. These funds represent core funding for administration of HHSA’s low-income and adult services. The County has received the CSBG grant since the early 1980s and this revenue source is expected to continue. It also addresses goals, program activities, and outcome measures that closely reflect the ongoing activities of HHSA, which are approved through separate contract processes throughout the year.
The County must submit the CAP to CDCSD six (6) months prior to the beginning of the next CSBG funding cycle which commences January 1, 2024. The required Public Hearing for the CAP was conducted on May 24, 2023, during the CAC’s regular meeting and was subsequently approved by the CAC during the course of the meeting.
CSBG funding affects a wide range of programs administered by HHSA including: Public Housing Authority services (Housing Choice Voucher Program, etc), Senior Nutrition (congregate and home-delivered meals), Senior Legal Services, Family Caregiver Support Program, the You Are Not Alone (YANA) Program, Older Adult Day Services, and Low-Income Home Energy Assistance Programs.
ALTERNATIVES:
If the 2024-2025 CAP is not approved and submitted to CDCSD with the signed Cover Page by the June 30, 2023, deadline, HHSA would be ineligible for an estimated $323,884 in annual revenue from CDCSD. The CAP serves as the application to the annual CSBG revenue that provides core funding of HHSA’s administration costs for low-income and adult services.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda Item. Sufficient appropriations were included in HHSA’s Fiscal Year 2023-24 Budget and will be included in future budgets in alignment with HHSA’s application and receipt of future CSBG grant allocations.
