Title

Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division, recommending the Board consider the following:

1) Approve and authorize the Chair to sign Funding Agreement 7607 with Barton Healthcare System, contingent upon approval by County Counsel and Risk Management, to support the operation of the Public Health Hospital Preparedness Program, effective upon execution through June 30, 2027, with a maximum funding amount of $45,000 for Fiscal Year 2023-24;

2) Approve and authorize the Chair to sign Funding Agreement 7609 with Marshall Medical Center, contingent upon approval by County Counsel and Risk Management, to support the operation of the Public Health Hospital Preparedness Program, effective upon execution through June 30, 2027, with a maximum funding amount of $45,000 for Fiscal Year 2023-24; and

3) Authorize the Chief Administrative Officer, or designee, to execute amendments to Funding Agreements 7607 and 7609, including amendments to provide further grant funding in Fiscal Years 2024-25 and 2025-26, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND

The California Department of Public Health serves as the fiscal intermediary for State and Federal funding for the Hospital Preparedness Program (HPP). A portion of the funding has been identified in the HPP work plan under “Scope of Work HPP Capabilities: Foundation for Healthcare and Medical Readiness, Healthcare and Medical Response Coordination, Continuity of Healthcare Service Delivery, and Medical Surge” for the purchase, storage, and maintenance of medical supplies and equipment to ensure operational readiness in the event of an emergency as defined by the HPP Grant Agreement 22-10645.

 

As healthcare coalition members in Emergency Preparedness and Response’s Preparedness Workgroup, Barton Healthcare System and Marshall Medical Center have been identified as recipients of funding to purchase specific items to ensure their ability to deliver coordinated and effective care in the event of a disaster.

 

The proposed Funding Agreements 7607 with Barton Healthcare System and 7609 with Marshall Medical Center will allow the County to support the operation of the HHP Program through June 30, 2027.

PRIOR BOARD ACTION

20-0558 - On May 12, 2020, the Board authorized the Chair to sign Funding Agreement 4644 with Barton Healthcare System, to support the operation of the Public Health Hospital Preparedness Program, effective upon execution through 06/30/2022 with a maximum funding amount of $14,305.07 for Fiscal Year 2019-20.

20-0500 - On April 14, 2020, the Board authorized the Chair to sign Funding Agreement 4567 with Marshall Medical Center, to support the operation of the Public Health Hospital Preparedness Program, effective upon execution through 06/30/2022 with a maximum funding amount of $15,000 for Fiscal Year 2019-20.

18-1955 - On February 26, 2019, the Board authorized the Chair to sign Funding Agreement 3620 with Barton Healthcare System, to support the operation of the Public Health Hospital Preparedness Program, with an effective date commencing upon execution through June 30, 2019, with a maximum funding amount of $3,700.

17-0800 - On October 10, 2017, the Board authorized the Chair to sign funding Agreement 117-F1810 with Barton Healthcare System, to support the operation of the Public Health Hospital Preparedness Program with an effective date commencing upon execution through June 30, 2018, with a maximum funding amount of $9,765.81.
