DISCUSSION / BACKGROUND:

On December 17, 2019, the County of El Dorado (County) Board of Supervisors (Board) adopted and authorized Resolution 236-2019 (File ID 19-1769) establishing the Commission to improve outcomes for youth and families by providing coherent and effective support within the County. The Commission coordinates an integrated, transparent, and data-driven system of services so that vulnerable youth residing in El Dorado County have access to the social, emotional, educational, or health services they need in order to thrive. The Commission is comprised of nine (9) County Board appointed commission members and operates under the jurisdiction of the Board and EDCOE.

 

On November 15, 2022, with Legistar item 22-1948, the Board directed staff to determine a funding source in the Fiscal Year 2023-24 budget cycle to create a position to support the El Dorado County Commission on Youth and Families. The El Dorado County Office of Education (EDCOE) has agreed to take the lead on staffing and providing operational support for the Commission’s Goal. On April 18, 2023, with Legistar item 23-0771, the Board approved EDCOE taking on this supportive role and the funding plan for this operational support. On June 27, 2023, with Legistar item 23-0689, the Board approved Agreement 7593 which provides EDCOE with the HHSA portion on the funding plan.

 

Staff are requesting that the Board approve Funding Out Agreement 7939 which with provide EDCOE with the Chief Administrative Office’s portion of the funding plan for the next two years. The funding for the agreement is paid for with American Rescue Plan Act funding and does not have any impact on the General Fund. Funding Out Agreement 7939 is in the amount of $100,000 and is effective upon execution through June 30, 2025.

 

ALTERNATIVES:

The Board could decline to approve the Agreement or request staff return to the Board with an alternative Agreement.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Appropriations are included in the Fiscal Year 2023-24 Budget with all funding for the Agreement from Federal American Rescue Plan Act funding.
