Title

Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolution 150-2023 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery, for all eligible Grant Programs. DISCUSSION / BACKGROUND

Department of Resources Recycling and Recovery (CalRecycle) administers various Grant Programs and provides oversight for California’s waste handling and recycling programs, which are managed at the local level by cities and counties (jurisdictions). CalRecycle’s grant application procedures require an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. In 2018, the Board approved Resolution No. 228-2018 authorizing the Director of the Department of Transportation to execute all grant documents, including but not limited to applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the approved grant project. The approval of today’s Resolution will replace the previously approved Resolution and authorize the Director of Transportation, or his/her designee, to execute all documents necessary to implement, secure payment, and accept funds not-to-exceed $250,000 per grant. This Resolution will also ensure that the Department of Transportation (Transportation) is able to take advantage of all rubberized pavement grant program opportunities as they arise.

 

Transportation applied for and received funds through the Rubberized Pavement Grant Program in Fiscal Year 2016-17, Fiscal Year 2018-19, and Fiscal Year 2021-22. The program helps promote markets for recycled-content surfacing projects derived from waste tires generated in California and decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires. Rubberized asphalt (tire-derived aggregate) is a proven road paving material that has been used in California since the 1970s. It is a blending of ground tire rubber with asphalt binder mixed with conventional aggregate materials.

 

ALTERNATIVES

Should the Board not approve this item, Transportation will not be able to apply for other sources of funding to assist surface treatment projects, and any future surface treatments will not have supplemental funding towards the final project cost.

FINANCIAL IMPACT

There is no financial impact associated with this agenda item. No matching contributions are required for these grant programs. Should grant funding be awarded, the funding would offset the costs of road paving material.
