Title
Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division, recommending the Board:
1) Approve and authorize the Chair to sign Funding Agreement 4758 with the El Dorado County Fire Safe Council for the disbursement of funds authorized through Title III of the Secure Rural Schools and Community Self Determination Act for the purpose of funding fire prevention and planning projects, with a term of three years, and Fiscal Year 2020-21 funding of $156,469; and
2) Authorize the Chief Administrative Officer or designee to execute addenda pursuant to the Agreement for the purpose of determining funding amounts for Fiscal Year 2021-22 and 2022-23, contingent upon the County receiving an allocation of Title III funds and consistent with Board’s prior direction regarding allocation of Title III funds.

DISCUSSION / BACKGROUND
On October 8, 2019 (19-1359), the Board reaffirmed its prior direction (7/15/14, 13-1542) that funding from the Secure Rural Schools and Community Self Determination Act (Title III funds) shall be split evenly between the Sheriff’s Office, primarily for Search and Rescue, and the El Dorado County Fire Safe Council, for the development of community wildfire protection plans. Based on that affirmation, staff have worked with the Fire Safe Council to draft Funding Agreement #4758 for the disbursement of their allocation of Title III funds.
The County’s most recent contract with the Fire Safe Council expired June 30, 2017, and was for funding through Fiscal Year 2015-16. Congress did not reauthorize the Act in 2017. The Act was reauthorized in 2018, and funding was released for 2017, 2018, and 2019, totaling $312,937, inclusive of interest earned and carryover. The Agreement provides that the Fire Safe Council’s allocation of these funds, $156,469, shall be disbursed upon execution, and that contributions in the next two fiscal years shall be determined by the County and added to the Agreement as addenda.
ALTERNATIVES
The Board could choose to reallocate the funding among any of the authorized uses.
PRIOR BOARD ACTION
07/15/14 (13-1542) - The Board gave direction that Title III funds shall be split evenly between the Sheriff’s Office and the Fire Safe Council.
01/12/16 (13-1542) - The Board approved Amendment V to Agreement 228-F1111, the prior agreement with the Fire Safe Council, extending the term to 06/30/17.
10/08/19 (19-1359) - The Board reaffirmed its prior direction, thereby directing staff to draft the Agreement.

FINANCIAL IMPACT
This Funding Agreement disburses Title III funds, which are restricted in use. The disbursement is included in the Fiscal Year 2020-21 Recommended Budget.
