Modification 5 to Contract R970535-20 reflects a reduction in WIA ARRA funding of $15,940 in Adult, $45,515 in Dislocated Worker and $11,025 Youth program funding. There is no County cash match requirement associated with these funding streams.
Background:
On August 25, 2009 the Board authorized the Chair to sign Contract R970535-20 with Golden Sierra Job Training Agency (GSJTA) in the amount of $769,850 for provision of American Recovery and Reinvestment Act Workforce Investment Act program services during the term February 17, 2009 through June 30, 2011 and further authorized the Director of Human Services, or successor, to execute subsequent documents relating to said contract, including amendments thereto, that did not effect to total dollar amount or term. Contract Modifications 1 through 4 only made line item changes to the budget page with no change to the total contract amount and were executed by the Director of Human Services as authorized by the Board.
Reason for Recommendation:
On March 2, 2011 the California Employment Development Department notified Local Workforce Investment Areas that full expenditure of ARRA funds was expected to be reported by the end of the March 31, 2011 report period instead of the June 30, 2011 funding end date. While the Department of Human Services (DHS) had the funds earmarked for full expenditure by the original end date of June 30, 2011, GSJTA requested DHS to identify funds that would not be fully expended by this new deadline and allow GSJTA to recapture those funds. DHS identified $72,480 in unexpended ARRA funding and GSJTA sent Contract R970535-20 Modification 5 reflecting a reduction to the total contract amount in the same. This reduction in ARRA funding does not affect program service levels which remain consistent through the GSJTA regular WIA funding contracts.
Action to be taken following Board approval:
Board Clerk to provide Human Services at Briw Road, with two (2) copies of Modification 5 to Contract No. R970535-20 signed by the Chair. The Department will forward to Golden Sierra for final execution and return a fully executed copy to the Board Clerk.
