DISCUSSION / BACKGROUND

The First 5 El Dorado Commission (Commission) has invested in Libraries since 2006, expanding access to families with young children. The funding has been used to support early childhood specialists, enhance collections for young children, and build early childhood programming in the library and the community.

 

The Community Hubs began in 2016 and is a partnership between First 5 El Dorado Commission, the El Dorado County Library and the Office of Education (Hub Partners). The Community Hubs’ vision is to create healthy and strong communities throughout El Dorado County by building resiliency with families through collaborative community-based prevention and early intervention services. Community Hubs are organized by Supervisorial and Educational Districts and provide services in libraries. Each Hub is staffed by a team who offer classes, groups, and activities for expectant parents and families with children ages 0-18 and adults. 

 

In 2021, the partnership revisioned the Community Hubs team model (Hubs 2.0) to having three navigators: one Hub Navigator based at the library to facilitate a connection to services for all community members (birth through death), one Library Navigator to coordinate access to and promotion of library services across all ages, and one Community Navigator to engage populations outside the library who experience barriers to accessing services such as transportation, language, or knowledge.

 

Over the last eight years, Hub Partners have leveraged multiple funding streams to provide a broad array of Hub services and supports, reaching 16,186 children under the age of five and 18,016 parents and caregivers. First 5 El Dorado Commission funding, from tobacco taxes, is a declining revenue accelerated by the passage of Proposition 31 in November of 2022. In anticipation of this decline, Hub Partners have worked to develop a plan to sustain Community Hub services. The Commission has committed funding through June 30, 2025. The Commission has prepared a presentation for the Board to outline the history of the Community Hubs that highlights the services and outcomes of this program.

 

The Library has been meeting with First 5 El Dorado, the Health and Human Services Agency, and the Chief Administrative Office to develop a plan to allow the continuation of Community Hubs without additional discretionary resources. The updated plan for Community Hubs will leverage the increased availability of mobile resources to provide services at the Hubs. This will include co-locating staff from other County programs, primarily HHSA programs, and mobile resources outside Hubs. The Library will leverage the skills and knowledge of library staff to provide information and resources to community members from each Hub site.

 

After First 5 El Dorado Commission funding has expired, the Library will continue the following Hubs activities:

- Hub Day at Pioneer Park.

- Absorbing 211 and sustaining the 833 line. 

- Offering registrations and Ages and Stages screenings during storytime and other programs.

- Continue to offer inreach and outreach events, including navigations that serve those furthest from opportunity.

- Warm handoffs to community resources through strong community partnerships and referral processes.

- Utilizing Library spaces to co-locate staff from HHSA and partner agencies and host mobile outreach vans and trailers.

 

The Library has prepared to present the plan for Community Hubs after June 30, 2025.
