Chief Administrative Office, Parks Division, recommending the Board adopt and authorize the Chair to sign Resolution 014-2021 authorizing the submittal of a Parks and Water Bond Act of 2018 (Prop 68) Per Capita Grant Program application to the State of California, Department of Parks and Recreation for the following projects:
1) Restroom replacement at Forebay Community Park
2) Playground at the Rail Park; and
3) Dog Park adjacent to the El Dorado Trail
FUNDING: California Department of Parks and Recreation Prop 68 Per Capita Funding (95%) and General Fund (5%).

DISCUSSION / BACKGROUND
California Department of Parks and Recreation Office of Grants and Local Services (OGALS) is administering the Prop 68 Per Capita Grant Program (previously Prop 84) and provides funding for the Statewide Park Development and Community Revitalization Program. El Dorado County was allocated $400,000 in Per Capita funding.
At the September 1, 2020 meeting, the Board received an update from Parks on current projects and future opportunities (Legistar item #20-1141). The Board provided direction on the use of the $400,000 for the following projects:
1) $300,000 for a restroom replacement at Forebay Community Park, allows the County to complete one of the most expensive ADA compliance needs. This would require no funding match.
2) $50,000 for a playground at the Railroad Park. A 20% match ($10,000) would be required.
3) $50,000 for a dog park working with the City of Placerville. A 20% match ($10,000) would be required.
The grant application procedures require an applicant’s governing body to declare by resolution that the applicant is authorized to apply for the Per Capita grant funding and authorizes the Parks Manager to execute all grant documents, including but not limited to applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project. This Resolution will also ensure that the Chief Administrative Office, Parks Division, is able to the submit the project applications to receive the Per Capita funding. The Parks Division will obtain Board approval for the acceptance of all Grant Programs pursuant to Board Policy A-6.
ALTERNATIVES
The Board could choose to direct the Parks Division to utilize the Prop 68 Per Capita funding for other parks projects, however, the use of this funding for other projects could require a greater grant match at a greater General Fund cost.

FINANCIAL IMPACT
Approval would result in the use of General Fund for the $20,000 in matching funds to be spent on the project. The remaining $400,000 would be originally paid by the General Fund, but this funding would be reimbursed through Prop 68 per capita funds to Parks in FY 2021-22. Grant funding as well as General Fund for the matching funds is included in Park's FY 2021-22 Budget request.

2) Clerk of the Board will forward one (1) original Resolution to Chief Administrative Office, Parks Division, attention Vickie Sanders.
