Chief Administrative Office, Parks Division, recommending the Board:
1) Approve and accept funding for the following California Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Project Agreements for the Rubicon Trail projects for a total of $854,768 and authorize the Chief Administrative Officer or his designee to execute the agreements and any amendments that do not change the dollar amount of said Agreements:
a) G19-03-06-G01 for Grounds Operations-Annual Operations and Maintenance in the amount of $142,706 plus match requirement of $54,859 for a total of $197,565, for a one year period;
b) G19-03-06-S01 for Education and Safety in the amount of $76,353 plus match requirement of $34,971 for a total of $96,204.78 for a one year period;
c) G19-03-06-D01 for Development in the amount of $171,841 plus match requirement of $60,378 for a total of $232,219, for a three year period;
d) G19-03-06-D02 (Tahoma) for Development in the amount of $463,868 plus match requirement of $161,269 for a total of $625,137, for a three year period; and
2) Approve and authorize the chair to sign Resolution 208-2021 accepting the grants for FY 2020-21, State Grant cycle G19.
FUNDING: State Parks and Recreation, Off-Highway Motor Vehicle Division Grant Funding (72%), Lake Tahoe Basin Management Unit Grant (14%), Off-Highway Vehicle Fees (8%), Sacramento Municipal Utility District Funds (4%), Volunteer or in-kind (2%).

DISCUSSION / BACKGROUND
The Grants and Cooperative Agreements Program of the California Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division provides financial assistance to public entities and other qualified entities to help with the management of off-highway recreation. The program supports planning, acquisition, development, maintenance, administration, operation, enforcement, restoration, and conservation of trails, trail heads, and other facilities associated with the use of off-highway motor vehicles.
These grants were applied for in January 2020, the County received notification of aware of the grants August 2020, and received the grant agreements from the State in December 2020 for use in County Fiscal Year 2020-21. The funding is approved in their budget for the grant cycle that opens in January of the following year.
With this funding the County can meet the obligation of the easement and the Saturated Soils Water Quality Protection Plan approved by the Central Valley Regional Water Quality Control Board.
These grants will provide the following:
G19-03-06-G01 - Annual Operation & Maintenance (O&M):
This grant will provide funding for maintenance requirements such as, but not limited to, Rubicon Trail maintenance such as tread repair, drainage maintenance, erosion control, continuation of routine facility operation and maintenance, toilet pumping and trail condition monitoring. Funding will also be utilized to purchase all project related material, supplies and equipment as well. The match has been budgeted to be paid by SMUD Cooperation agreement funding. The total grant amount is $142,706, plus a County match requirement of $54,859. The match will be provided by SMUD funds in the amount of $42,359, and $12,500 will be volunteer/in-kind.
G19-03-06-S01 - Safety and Education:
This grant will provide funding for related education and safety activities to promote the El Dorado County's "4S - Sanitation, Spills, Sedimentation, and Safety” educational program on the Rubicon Trail. Project activities include, but are not limited to, producing a bandanna and providing outreach and education at county fairs and other events. The total grant amount is $76,353, plus a County match requirement of $34,971. The match will be provided by State Off-Highway Vehicle License Fees in the amount of $28,721, and $6,250 will be volunteer/in-kind.
G19-03-06-D01 - Development
This grant will build a maintenance building and yard for the County on Forest Service land. The total grant amount is $171,841 plus match requirement of $60,378. The match will be provided by State Off-Highway Vehicle License Fees.
G19-03-06-D02 - Development-Tahoma
This grant will pave the parking lot at the Tahoma Staging Area. This was a cooperative grant with the Lake Tahoe Basin Management Unit (LTBMU). The total grant amount is $463,868 plus match requirement of $161,269. The match will be provided by Lake Tahoe Basin Management Unit who received a Recreational Trails Program grant.
ALTERNATIVES
The Board could choose to decline the grant funding; however, the Rubicon program relies heavily on this funding for maintenance and the promotion of safety and proper use of the trail. The County is under the conditions of the easement and the Saturated Soils Water Quality Protection Plan approved by the Central Valley Regional Water Quality Control Board.
OTHER DEPARTMENT / AGENCY INVOLVEMENT
Department of Transportation, Environmental Management. The Sheriff's Office has an active role on the Rubicon Trail and receives separate funding.

FINANCIAL IMPACT
Grant funding and matching funding for these grants is included in the adopted budget for FY 2020-21. There is no impact to the General Fund and no increase in net County cost.
