Chief Administrative Office, Facilities Division, recommending the Board authorize the Purchasing Agent to sign Amendment I to Agreement for Services 159-S1810 with Vanir Construction Management (Vanir) to increase compensation by $50,000 for an amended not to exceed of $145,000, with no change to the term, for continued support services related to construction and real property management.
DISCUSSION / BACKGROUND
On September 19, 2017, the Board authorized the Purchasing Agent to execute Agreement for Services No. 159-S1810 with Vanir Construction Management to provide construction and real property management services on an on-call basis.
Vanir was selected from a Request for Qualifications process and has a history of performing work well for the County in this capacity. They also have significant experience and success in securing grant funding from the Board of State and Community Corrections (BSCC) and can provide the County with the support of those grants and future opportunities.
Vanir has been providing services to assist the Division with several tasks related to the proposed Placerville Jail expansion, new Placerville Juvenile Hall, renovation of the facilities on Spring Street as well as the El Dorado Center in South Lake Tahoe.
Additional services are expected to be needed related to existing BSCC projects and future opportunities. Specifically, VANIR will be providing cost estimating services related to a potential re-scope of the new Placerville Juvenile Hall. The Division is working with Probation to explore the possibility of increasing the new Placerville Juvenile Hall from a 20- to a 30-bed facility. Cost estimates will be necessary prior to bringing this potential scope change to the Board of Supervisors for discussion. The Division seeks to add compensation to the agreement so any needs and opportunities may be addressed quickly allowing staff to move forward with project planning in an efficient manner.
The proposed Amendment would increase compensation by $50,000 for a revised not-to-exceed of $145,000 and the term would remain at two years (expiring 9/26/19).
ALTERNATIVES
The Board could choose not to approve this contract amendment and the Division would experience a decrease in support services that could jeopardize the project timelines and result in loss of potential grant funding.

FINANCIAL IMPACT
Funding is included in the FY 2017-18 Accumulative Capital Outlay workplan as well as the recommended FY 2018-2019 Accumulative Capital Outlay workplan. There is no change in budgeted Net County Cost.
