Department of Transportation recommending the Board consider the following pertaining to the US 50/Bass Lake Road East Bound Off-Ramp Signalization Project CIP 73367/36104030, Contract 4471:
1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and
2) Authorize advertisement for construction bids.
FUNDING: Highway 50 Traffic Impact Fee (TIF) (100%).

DISCUSSION / BACKGROUND
The US 50/Bass Lake Road Off-Ramp Signalization Project (Project) will install a new traffic signal system at the end of the eastbound US 50 off ramp at Bass Lake Road. The Project duration is 35 working days and is anticipated to be complete within the 2021 construction season.
Due to local funding, only California Environmental Quality Act (CEQA) compliance is required. A CEQA Categorical Exemption was filed on September 18, 2018.
A California Department of Transportation (Caltrans) Encroachment permit and Maintenance Agreement were required for this project. The Maintenance agreement was approved by the board on March 9, 2021 (Legistar# 21-0016, Item 17). The Department of Transportation (Transportation) received an encroachment permit from Caltrans on December 16, 2020. A Right of Way Certification is not needed for this project since it is funded with all local funds.
A new service application has been submitted from PG&E for the Signalization. The County is responsible for covering all portions of the cost related to this connection. The ongoing energy costs of the signal system will be borne by the County. Transportation estimates that these costs will be less than $1,000 per year.
ALTERNATIVES
1) The Board could choose to not approve the Contract Documents. Transportation will make any changes requested by the Board and return at a later date.
2) The Board could choose to not authorize advertisement for construction bids. Transportation will make any changes requested by the Board and return at a later date.

County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.

FINANCIAL IMPACT
The total estimated cost for the Project’s construction is $879,266, which includes construction items of work, construction management, inspection, materials testing, contingency, and supplemental items of work.
There is no financial impact or change to Net County Cost associated with this item. The Board will not obligate the County with the current requested action. The obligation will result from the subsequent action of awarding the bid. The Project is to be funded by Highway 50 TIF funding, and is included in Transportation’s 2020 Capital Improvement Program, which was approved by the Board on June 09, 2020 (Item 54).
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk will obtain the Chair's signature on the construction Plans for the Project.
2) The Clerk will forward the original signed Plan set to Transportation, Headington Engineering, attention John Kahling.
TRANSPORTATION FOLLOW UP ACTIONS
Transportation will advertise the Project for bid proposals and return to the Board with recommendations for award at a later date.
