Background
On October 30, 2008, the Department of Transportation (Department) opened bids for the US 50 HOV Lanes, Phase 1 - El Dorado Hills to Bass Lake Grade Project (Project).  The construction estimate for this Project was $32.5 million, and the low bid submitted by Nehemiah Construction, Inc. (NCI) was $26.1 million.  The Board awarded the Project to NCI on November 18, 2008.  As a part of the Project award to NCI, the Board also authorized a construction phase budget of $42,608,000.  On June 8, 2010, the Board authorized execution of Contract Change Order (CCO) No. 58, which extended the eastbound HOV lane by a mile past Bass Lake Road, which increased the construction budget to $48,625,000.  Subsequent to these actions, the Department submitted and the Board approved a reduced construction phase budget of $40,426,000 as part of the 2012 Capital Improvement Program.
The new HOV lanes opened to traffic in October 2011 and NCI completed construction on May 8, 2012.
Budget Analysis
The Project was completed under budget when compared to the construction phase budget established by the Board at the time of Project award and the Board authorized CCO No. 58 ($48,625,000 budget and $40,353,659 actuals).  The overall Project (all phases) was also completed under budget when compared to the budget established by the Board in the 2012 Capital Improvement Program ($44,491,000 budget and $44,477,303.88 actuals).  See Attachment 11A for detailed budget and actual cost data.
Construction Duration
This Project took three construction seasons to complete for the following reasons:
1. This Project is one of the larger and more complex transportation projects implemented by the County.  
2. This Project received an original allocation of $20 million of State Proposition 1B Corridor Mobility Improvement Account funding, and this funding was frozen due to the State budget crisis of late 2008 and early 2009.  This required the Department to suspend the Project's critical path operations for several months, since at the time, it was unclear as to when (or if) the funding would be restored.
3. The Project required the staged reconstruction of the bridges that carry US 50 traffic over El Dorado Hills Boulevard while keeping two through lanes of US 50 open.  This required three separate stages to construct four separate bridges and five separate, unique alignments of traffic on US 50.  The time necessary to build a single bridge, place the asphalt concrete at the end of the bridge, and place the striping and pavement markings generally takes an entire construction season.
4. The two winters through which this Project ran were wetter than average, including significant rainfall in May and June.  This reduced the amount of time available for construction during the summers of 2010 and 2011.
The Project's primary traffic improvements were all opened in the fall of 2011, but NCI took several more months to finish punchlist work and fully complete all construction.  In 2012, NCI went out of business, and NCI's surety took over resolution of outstanding claims and other Project issues.  Department staff worked with the surety and resolved all remaining issues in the summer of 2012, resulting in a closeout with no claims and no post-contract litigation.

This is an informational item and the Department is recommending the Board receive and file this Project closeout information.
