Health and Human Services Agency, Community Services Division, recommending the Board:
1) Authorize the Chair to sign Modification 4 to Contract K282473-02 with Golden Sierra Job Training Agency to amend the term for Workforce Investment Act Adult and Dislocated Worker services to July 1, 2011 through May 31, 2013, with no change in the total contract amount of $1,082,416; and
2) Authorize the Director of the Health and Human Services Agency, or successor, or the Chief Assistant Director of the Health and Human Services Agency, or successor, to execute subsequent documents relating to said contract, including one or more amendments thereto that do not change the total contract amount or the term, contingent upon approval by County Counsel and Risk Management, and any required fiscal and programmatic reports. Fiscal Impact/Change to Net County Cost:
No change. Allocated revenues are included in the Agency's Fiscal Year 2012-13 Budget and are expected to cover all anticipated program costs.
Background:
As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency (GSJTA) Consortium, El Dorado County uses the Workforce Investment Act (WIA) funds to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby the multiple needs of El Dorado County unemployed individuals and businesses can be met.
On September 13, 2011, the Board of Supervisors authorized the Chair to sign Contract K282473-02 with Golden Sierra Job Training Agency in the amount of $749,851 for the provision of Workforce Investment Act Program services during the term of July 1, 2011 through June 30, 2013, for Adult and Dislocated Worker services and July 1, 2011 through June 30, 2012, for Youth and Rapid Response services. On January 10, 2012, the Board of Supervisors authorized the Chair to sign Modification 1 to Contract K282473-02 increasing the total contract amount by $185,613 from $749,851 to $935,464 with no change to the term. On May 15, 2012, the Board of Supervisors authorized the Chair to sign Modification 2 to Contract K282473-02 increasing the total amount by $86,722, from $935,464 to $1,022,186 with no change to the term. On August 21, 2012, the Board of Supervisors authorized the Chair to sign Modification 3 to Contract K282473-02 increasing the total contract amount by $60,230 from $1,022,186 to $1,082,416 and extended the term for Youth services to September 30, 2012.
Reason for Recommendation:
Modification 4 to Contract K282473-02 changes the contract term for Adult and Dislocated Worker services from July 1, 2011 through June 30, 2013, to July 1, 2011 through May 31, 2013. GSJTA is amending the term end date in an effort to meet contract closeout deadlines required by the State. Modification 4 also includes a line item transfer of $10,000 from operating costs to direct client services in the Youth-Out category.
Retroactive Term: Upon execution, Modification 4 is retroactive to August 1, 2012. It was received from GSJTA on August 24, 2012, and processing was expedited.
Action to be taken following Board approval:
Clerk of the Board's Office to provide Health and Human Services at Briw Road, with two (2) copies of Modification 4 to Contract K282473-02 signed by the Chair.
Health and Human Services to distribute as appropriate and return one fully executed Modification 4 to the Board Clerk.
