Probation Department in collaboration with the El Dorado Community Corrections Partnership, recommending the Board approve and authorize the following:
1) Approve and authorize the Chair to sign Funding Agreement 534-F1711 with Community Recovery Resources in the amount of $20,000 for the grant period of August 1, 2016 through June 30, 2018 as part of the Community Recidivism Reduction Grant as specified in Penal Code 1233.10; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Funding Agreement 534-F1711, including amendments which do not increase the maximum dollar amount or term of the Agreement, contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION
It is recommended the Board approve and authorize the Chair to sign Funding Agreement #534-F1711 with Community Recovery Resources in the amount of $20,000 for the grant period of August 1, 2016 through June 30, 2018.
County has appropriated funding to three Community Based Organizations (Progress House, New Morning Youth and Family Services, and Community Recovery Resources) for the purpose of supporting recidivism and crime reduction activities or services for the communities of El Dorado County. The Board of Supervisors awarded the Request for Proposal No. 16-990-069 to New Morning Youth & Family Services, Inc. on October 25, 2016 via Board Item No. 16-0988.
During the preparation of the three individual contracts after receiving Board approval on October 25, 2016, it was determined that the Community Based Organizations would need funding agreements as opposed to service level agreements which were already initiated (and one fully executed) by the Department. This change delayed the processing time of all three agreements. The first agreement with Progress House was approved by the Board of Supervisors on July 11, 2017 and the agreement with New Morning Youth and Family Services was approved by the Board of Supervisors on September 26, 2017. This agreement with Community Recovery Resources is the final agreement being submitted for Board approval.
The grant funding for all three agreements resides in a special revenue fund that will reimburse the Community Based Organizations directly. No disbursement of funds has occurred without an approved funding agreement in place.
DISCUSSION / BACKGROUND
The Budget Act of 2014 (Chapter 25, Statutes of 2014) allocated $8 million and the Budget Act of 2015 (Chapter 11, Statues of 2015) allocated $4 million to the Board of State and Community Corrections (BSCC) for the Community Recidivism Reduction Grant, described in Penal Code Section 1233.10. Counties were eligible to receive funds if the Board of Supervisors, in collaboration with the County’s Community Corrections Partnership, agreed to develop a competitive grant program intended to fund community recidivism and crime reduction services.
Awards of the grant funds must go to a nongovernmental entity or a consortium or coalition of nongovernmental entities that provide community recidivism and crime reduction services to persons who have been released from state prison, a county jail, or a juvenile detention facility, who are under the supervision of a parole or probation department, or any other person at risk of becoming involved in criminal activities. Community recidivism and crime reduction services include, but are not limited to delinquency prevention, homelessness prevention and reentry services.
On September 16, 2014 and September 22, 2015 the El Dorado County Board of Supervisors notified the BSCC that the County agreed to distribute these funds to service providers as specified in the Budget Act of 2014 and the Budget Act of 2015. The County’s combined grant allocation of $75,000 is based on the population within the county. The Board of Supervisors, in collaboration with the Community Corrections Partnership, agreed the Probation Department would develop and administer the Request for Proposals, administer the grant award, and collect and submit project data to the BSCC. The Board of Supervisors directed staff to develop the Request for Proposals application. RFP #16-990-069 concluded June 10, 2016, results were posted September 22, 2016 and the Board awarded the successful proposers on October 25, 2016 in Version 1 of item #16-0988.

FINANCIAL IMPACT
There is no Net County Cost for this grant and no matching requirement. The budget for this grant is included in the FY 2017/18 budget addenda request.
