Title: Health and Human Services Agency, Public Health Division, recommending the Board ratify submission of the Medical Corps Capacity Building Award funding application in the amount of $5,000, the National Association of County and City Health Officials funding application in the amount of $39,850, and the Agency Director's signature on two separate letters of intent required to apply for these individual funding awards. There is no Net County Cost associated with either of these funding applications.  If these applications are successful, the County could receive up to $44,850.  Funding for both awards is through the National Association of County and City Health Officials, a non-profit organization.
Background
On August 15, 2012, the Health and Human Services Agency/Public Health Division ("HHSA") Preparedness Program received notice of the opportunity to apply for an award to enhance unit capacity by providing funding for various trainings, teaching supplies, and conference attendance through the Office of the Surgeon General, Division of the Civilian Volunteer Medical Reserve Corps in collaboration with the National Association of County and City Health Officials ("NACCHO").  
 
On September 6, 2012, HHSA received notice of the opportunity to apply for public health department accreditation funding assistance through NACCHO.
Due to the limited timeframe to submit the necessary applications, HHSA was unable to bring these items forward to the Board for approval in a timely manner.  In accordance with Board of Supervisors' Number A-6 Policy, Item 2, a letter of intent was sent by HHSA to each Grantor, stating that the application submissions could not be considered binding until approved and ratified by the Board of Supervisors.
Reason for Recommendation
Health and Human Services Agency recommending the Board approve and ratify the following items:
1.      Submission of the Medical Reserve Corps Capacity-Building Award funding application due to the National Association of County and City Health Officials on September 28, 2012 in the amount of $5,000 to enhance unit capacity in Public Health; and
2.      Submission of the National Association of County and City Health Officials funding application due on September 28, 2012 in the amount of $39,850 for public health accreditation-related activities; and
3.      The signature of the Health and Human Services Agency's Director on two separate letters of intent required to apply for these individual funding awards.
HHSA further recommends that the Board authorize the HHSA Director to execute, upon receipt, any additional documents required to complete the funding application process.  If the funding application process is successful, HHSA will return to the Board with any funding application documents that require Board approval and signature.
Action(s) to be taken following Board approval
1.      Board Clerk to provide HHSA Contracts Unit with three (3) Certified Minute Orders;
2.  HHSA to submit one (1) Certified Minute Order to each Grantor documenting ratification of the respective application and the letter of intent by the Board of Supervisors; and
3.  If the funding applications are accepted by the Grantors and after review/approval by County Counsel and Risk Management, HHSA to return to the Board of Supervisors with any funding documents that require Board approval and signature.
