DISCUSSION / BACKGROUND

On October 21, 2025 (Legistar file 25-1478), the Board of Supervisors, acting as Board of Directors of the El Dorado County Air Quality Management District (AQMD), approved AQMD’s use of AB2766 funding and Community Air Protection (CAP) Program funding to award a grant in the total amount of $423,737 to the El Dorado County Parks and Trails Division (Parks Division) for funding of a parking lot paving project for Forebay Park in Pollock Pines.

 

AQMD’s primary goal is to reduce air pollution in the County of El Dorado. The approved funding will provide environmental benefits for the park and the surrounding community of Pollock Pines including a more durable and longer lasting parking lot surface that has lower maintenance needs; improved handling of rainwater and snowmelt; and provides dust mitigation to protect air quality.

 

The parking lot paving project is part of Phase 1 of the Forebay Park Improvement Project (Forebay Project). The Forebay Project, approved by the Board on September 12, 2023 (Legistar file 23-1523), includes the installation of an Americans with Disibilities Act (ADA) accessible restroom and pathway, access road and parking lot paving improvements, and grading for future installation of a playground and senior exercise equipment.

 

The County has Prop 68 Per Capita grant funding for the ADA restroom and pathway (Legistar file 21-1452). On April 22, 2025 (Legistar file 25-0732), the Board directed staff to include funding in Fiscal Year 2025-26 Recommended Budget for the Forebay Park Improvement Project to fund core site enhancements aimed at improving safety, accessibility, and usability of the park for the general public.

 

The Board’s acceptance of this grant from AQMD will provide needed funding for the parking lot paving project of Phase 1 of the Forebay Project.

 

The funding agreement terms for CAP funding (Agreement 9811) will begin upon execution and extend through December 30, 2027, and funding agreement terms for AB 2766 funding (Agreement 9810) will be effective upon final execution and shall cover the period of March 1, 2026 through December 31, 2027. The grant funding is subject to the scope of work as described in Exhibit A of each funding agreement. Parks Division will be installing permanent signage acknowledging the grant funding by AQMD and will issue a final report in accordance with requirements of Agreement 9810.

 

In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements. After acceptance of a grant award and approval of the grant agreement, the Board may elect to delegate authority to execute other grant-related documents, upon review by County Counsel and Risk Management, as applicable.

 

ALTERNATIVES

The Board could choose not to approve acceptance of the grant funding for the Forebay Park paving project and AQMD will not be able to fund the project and Parks Division will need to seek funding from another source.

FINANCIAL IMPACT

There will be no impact on Net County Cost. Grant funding is provided by AQMD through Community Air Protection (CAP) Program funds and AB 2766 funds.
