Title

Community Development Services, Environmental Management Department, recommending the Board adopt and authorize the Chair to sign the following which will remain in effect for five years from the effective date or until rescinded by the Board, whichever occurs first:

1) Resolution 151-2017 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery, for all eligible payment programs; and

2) Resolution 152-2017 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery, for all eligible grants.

DEPARTMENT RECOMMENDATION

Community Development Services (CDS), Environmental Management Department (Environmental Management), recommending the Board adopt Resolution 151-2017 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery (CalRecycle) for all eligible payment programs, and Resolution 152-2017 authorizing the submittal of applications to CalRecycle for all eligible grants.

 

CalRecycle payment programs and grants offer funding opportunities authorized by legislation to assist public and private entities in the safe and effective management of waste streams, thereby preserving landfill capacity, protecting public health and safety, and the environment.  These programs encourage recycling, reuse, and reduction of wastes.

 

DISCUSSION / BACKGROUND

CalRecycle administers various payment programs and grants, and provides oversight for California’s waste handling and recycling programs, which are managed at the local level by cities and counties (jurisdictions).  CalRecycle’s procedures for administering payment programs and grant applications require the applicant’s governing body to declare by resolution certain authorizations related to the administration of these funds.  The approval of these two Resolutions will ensure that Environmental Management is able to take advantage of all payment program and grant opportunities as they arise.

 

Payment programs currently applied for annually by Environmental Management include the Beverage Container Recycling City/County Payment Program (Beverage Container Program) for the furtherance of beverage container recycling and litter clean-up.  The goal of CalRecycle’s Beverage Container Program is to reach and maintain an 80 percent (80%) recycling rate for all California Refund Value beverage containers (aluminum, glass, plastic, and bi-metal).  Projects implemented by the County to assist in reaching and maintaining this 80% goal includes the purchase of:

                     Recycle Bins for Parks and Rivers;

                     Recycle Bins for City of Placerville;

                     Recycle Bins for City of South Lake Tahoe;

                     Recycle Bins for El Dorado County Fairgrounds;

                     Recycle Bins for a number of El Dorado County schools;

                     Recycle Bins for County buildings;

                     Recycle Bins for placement at selected gas stations;

                     Placement of bear boxes in the unincorporated area of South Lake Tahoe; and

                     Purchase of vehicles used for litter abatement throughout the West Slope.

 

The other payment program that Environmental Management applies for annually is the Used Oil Payment Program.  Pursuant to Public Resources Code Section 48653 of the California Oil Recycling Enhancement Act, which is administrated by CalRecycle, up to $11 million is provided annually in payments to local governments for implementation of local used oil and filter collection programs.  Eligible expenditures include, but are not limited to: 

                     Establishing, maintaining, and/or enhancing used oil and used oil filter collection/recycling programs;

                     Developing and distributing educational materials informing the public about proper used oil and used oil filter collection and recycling;

                     Purchasing or renting storage facilities dedicated to oil-related activities and supplies;

                     Providing relevant training; and

                     Purchasing used oil program materials, such as collection containers for those who change their own oil at home. 

 

Each county is eligible to receive an amount calculated by CalRecycle on a per capita basis using the California Department of Finance's population statistics. 

 

Environmental Management also applies for various grant funds as they are offered by CalRecycle.  Environmental Management has recently applied for and was successfully awarded the following grants:

1)                     Household Hazardous Waste (HHW) Grant, which provides local government funding for programs to expand or initially implement HHW programs, such as, collection programs, educational programs, load checking programs, and programs emphasizing waste reduction, source reduction, reuse, or recycling of HHW.  HHW collection is provided at three permanent facilities within the County, and Environmental Management holds events in remote locations for those residents that may not be able to transport HHW to one of the permanent facilities;

2)                     Local Government Waste Tire Amnesty Grant, which provides funding to local governments to hold date specific events for the public to recycle their waste tires at convenient locations.  During the 2016/2017 Grant cycle, Environmental Management, along with El Dorado Disposal and South Tahoe Refuse, collected over 12,400 tires for recycling.  Not only are waste tires a blight to the County’s scenery, mosquitoes also have been found to breed within used tires; and

3)                     Local Government Waste Tire Enforcement Grant, which provides funding to local jurisdictions to investigate illegal tire disposal activities and perform waste tire inspections to ensure compliance with all applicable laws and regulations.

 

Both recommended Resolutions authorize the Director of the Environmental Management, or designee, to execute all documents necessary to implement and secure payment under CalRecycle’s payment programs and to execute all grant-related documents.  Environmental Management will continue to obtain Board approval for the acceptance of all funds pursuant to Board Policy A-6.

 

Resolution XXX-2017 (Payment Program Applications) will supersede Resolution 141-2013 which expired in September 2016, and Resolution 082-2016 which needed to be updated to reflect the reorganization of the Community Development Agency, Environmental Management Division, to Community Development Services, Environmental Management Department, as well as to revise the signature authority from the Community Development Agency Director to the Environmental Management Director.

 

Resolution XXX-2017 (Grant Applications) will supersede Resolution 043-2015 in order to update the implementing jurisdiction from Community Development Agency, Environmental Management Division, to the Community Development Services, Environmental Management Department, as well as to revise the authority to execute all grants from the Community Development Agency Director to the Environmental Management Director.

 

ALTERNATIVES

The Board may deny adoption of these two Resolutions. This would result in Environmental Management’s forfeiture of potential payment program and grant opportunities. These funding opportunities provide for avenues in which Environmental Management can increase services and provide recycling opportunities to the residents of the County.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change in Net County Cost associated with this item.  No matching contributions are required for such CalRecycle payment programs and grants.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on the original Resolution for Payment Program Applications and on the original Resolution for Grant Applications.

2)  The Clerk of the Board will forward a copy of each fully executed Resolution to CDS Environmental Management, attention of Tom Meyer.
