Chief Administrative Office, Facilities Division, recommending the Board authorize the Purchasing Agent to sign Amendment I to Agreement for Services 162-S1710 with Youngdahl Consulting Group, Inc., to increase compensation by $250,000 for an amended not to exceed of $315,000 to provide on-call geotechnical analysis services.

 

DISCUSSION / BACKGROUND

The Division issued a Request for Qualifications (RFQ) in 2016 for Geotechnical Analysis Services and Youngdahl Consulting Group, Inc. was awarded an on-call contract on September 30, 2016.  The services under this contract cover analysis, testing and reporting services regarding soil compaction, soil/aggregate physical property, shear strength, mechanical, moisture density, hydraulic conductivity, consolidation/swell, lime, concrete, masonry asphaltic, reinforcing steel, structural steel plates and shapes, fireproofing, and sample preparation as related to the Division’s construction projects.

 

Youngdahl Consulting Group, Inc. has provided services on several of the Division’s projects and is currently tasked with providing services for the Public Safety Facility Project.  To ensure there’s ample compensation available in the agreement to cover the duration of the Public Safety Facility Project (anticipated expenditures are approximately $200,000) and to allow for any additional on-call work concerning other differing projects, the Division recommends this amendment to increase compensation by $250,000 for an amended not to exceed of $315,000.  The term remains unchanged and the agreement will expire on September 24, 2019.

 

ALTERNATIVES

The Board could direct the Division to select a different firm for geotechnical analysis services.  This direction would most likely increase costs as Youngdahl Consulting Group, Inc. is currently performing these services for the Public Safety Facility Project and has extensive familiarity with the project.  Additionally, a different firm would increase the risk to the project since the new firm would have to interpret the studies originally performed by Youngdahl.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

Anticipated expenditures are approximately $200,000 for the Public Safety Facility. Approval of this action does not require an increase to the Public Safety Facility budget. Funding for the $200,000 contract increase related to the Public Safety Facility is included in the Public Safety Facility Project budget as submitted to the USDA and to be budgeted in the ACO Fund. An additional $50,000 is proposed to be added to the amended not-to-exceed amount for additional on-call work that could be related to any other Facility projects. Work is performed on an on-call basis and dollar amounts are applied to the contract as needed.
