Background
In 1989, the California State legislature authorized the expenditure of Proposition 99 (Tobacco Tax and Health Protection Act of 1988) funds, declaring that, "keeping children and young adults from beginning to use tobacco and encouraging all persons to quit tobacco use shall be the highest priority in disease prevention for the State of California."
The California Tobacco Control Program ("CTCP") is a program of the California Department of Public Health ("CDPH").  Since 1990, CTCP has funded and continues to coordinate the efforts of local communities in California to create smoke-free environments, prevent illegal sales of tobacco products to youth, counter the aggressive marketing practices of the tobacco industry, and help smokers to quit smoking.  CTCP currently works in all 58 counties in partnership with many non-profit community-based organizations around the state.  El Dorado County has been the recipient of available Proposition 99 funding for many years.  Revenues from Proposition 99 fund the County's Tobacco Use Prevention Program ("TUPP").  El Dorado County is considered a Local Lead Agency ("LLA") and participates with other LLAs in developing and instituting comprehensive tobacco control plan guidelines.   Each LLA is responsible for coordinating information, referral, outreach, and education activities within its respective health jurisdiction.
Reason for Recommendation
Ratification of the CDPH Fiscal Year ("FY") 2013-14 Tobacco Control Program Funding Application in the amount of $150,000 is necessary for the County to continue receiving this funding which is necessary to fulfill the mandated legislative obligations as a Local Lead Agency.  
 
Program staff have been informed by CDPH that discussion has been initiated to alter the allocation methodology and LLA application submission procedures for procuring funding for FYs 2014-17.  Available documentation from CDPH currently estimates that $450,000 in funding for TUPP could be available to the County for FYs 2014-17.
Approval of this Resolution will give the Health and Human Services Agency ("HHSA") the needed flexibility to sign and return to the State applications and financial documents; contracts, agreements, amendments associated with FYs 2013-17 in a timely manner and as subject to review and approval by County Counsel.
Action(s) to be taken following Board approval
1. Board to adopt Resolution 011-2013;
2. Board Clerk's Office to return one (1) signed Resolution to HHSA Contracts Unit at 3057 Briw Road, Suite A;
3. Board Clerk's Office to provide HHSA Contracts Unit with two (2) Certified Minute Orders; and
4. HHSA Director to sign and HHSA to return to CDPH all necessary applications and financial documents; contracts, agreements, amendments, subject to review and approval by County Counsel, for the purposes of securing Tobacco Control Program funds to implement and maintain the TUPP for the period commencing with Fiscal Year 2013-14 through Fiscal Year 2016-17.
