Title
The Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Amendment II to Agreement for Services 195-M1011 with the County of Nevada for use of the County of El Dorado psychiatric health facility services to increase the maximum contractual obligation to $180,000 for Fiscal Year 2013-2014 with no change to the termination date of June 30, 2014 (Refer: 11/05/13, Item 20);
2) Approve and authorize the Chair to sign Agreement for Services 047-S1511 with the County of Nevada for use of the County of El Dorado psychiatric health facility services for a term beginning July 1, 2014 through June 30, 2017 with a maximum contractual obligation of $990,000;
3) Authorize the Chair to execute further documents relating to Agreement for Services 047-S1511 with the County of Nevada, including amendments, and contingent upon approval by County Counsel and Risk Management;
4) Approve and authorize the Chair to sign Amendment III to Agreement for Services 378-S1010 with the County of Placer for use of the County of El Dorado psychiatric health facility services with a term that began July 1, 2010 and continues in perpetuity with an increase in the annual maximum contractual obligation to $200,000 effective Fiscal Year 2013-2014 with no change to the termination language (Refer: File ID 11-1203, 07/30/13, Item 15);
5) Authorize the Chair to execute further documents relating to Agreement for Services 378-S1010 with the County of Placer, including amendments, and contingent upon approval by County Counsel and Risk Management;
6) Approve and authorize the Chair to sign Agreement for Services 028-F1511 with the County of Shasta for use of the County of El Dorado psychiatric health facility services with a term to begin July 1, 2014 and continues in perpetuity with an annual maximum contractual obligation of $100,000; and
7) Authorize the Chair to execute further documents relating to Agreement for Services 028-F1511 with the County of Shasta, including amendments, and contingent upon approval by County Counsel and Risk Management.

Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with these revenue-generating fee-for-service Agreements.
Background
The County of El Dorado operates a Psychiatric Health Facility (PHF) that provides services in accordance with Title 9, California Code of Regulations Section 1810.236 - 1810.237. Several counties contract with the County of El Dorado for access to these services for their residents who require short-term inpatient mental health services on an "as requested" basis. These Agreements provide revenue to offset the fixed operational costs (required staffing levels and facility costs) of the County's PHF.
Each County (Nevada, Placer, and Shasta), has contracted with the Health and Human Services Agency (HHSA), Mental Health Division for several years. The existing Agreements with the Counties of Shasta and Nevada for use of the County's PHF services expire June 30, 2014. The existing Agreement with the County of Placer is a perpetual Agreement with no end date.
Reason for Recommendation
HHSA recommends approval of each Amendment to the Agreements with Nevada County and with Placer County to establish a mechanism to allow each County to pay outstanding invoices incurred during FY 2013-2014 for services provided by the County's PHF for their clients.
Approval of each new Agreement with Shasta County and Nevada County is necessary in order to provide mandated short-term inpatient mental health services to those County's respective clients who require the specialized mental health services provided by the County's PHF.
